Job Designation

  • Meggitt Training Systems Inc. is seeking a Contract Specialist to join its Contracts/Commercial team. The Contract Specialist works closely with the Commercial Director, and is instrumental in the continuing the success of this organization and department. The right candidate will conduct cradle-to-grave contract administration for several contracts, to include administering contract performance of government prime and subcontracts, performing subcontract administration duties, conducting agreement negotiation, proposal preparation, and other duties as required. The contracts will be mostly Firm Fixed Price (FFP) supply, service, and construction. The ideal candidate will have thorough understanding/knowledge of State, Local, and Federal Government Contracting Regulations including but not limited to FAR/DFARS and State/Local laws and policies.

Job Core Responsibilities

  • Administers complex day-to-day contract activities including contract modifications & compliance associated with maintaining and administering U.S. Government, International contracts, State, and Local contracts agreements, i.e., teaming agreements, proprietary information agreements, etc., along with understanding of management, organization, planning and controls.

  • Management of Complex State and Local Construction Proposals and Contracts.

  • Prepare, administer and ensure compliance with a range of contract vehicles and types, including FFP, T&M, and IDIQ task orders.

  • Performs subcontract administration tasks, preparing funding documents and purchase requisitions, reviewing and tracking of invoices, soliciting cost proposals analyzing estimates to completion, and closeouts.

  • Serve as a liaison with internal and external customers for contractual issues, or to solve problems that arise in the performance of the contract.

  • Clearly explain contract terminology and contract risks to internal stakeholders and other interested parties in simple, everyday language.

Job Specifications

  • Four year degree (BA/BS) with 3 years' experience or Minimum 7 years' of combined experience with contract development, negotiations, and management.

  • Must have thorough knowledge with DOD (Department of Defense) contracts, and FAR (Federal Acquisition Regulations) and DFAR (Defense Federal Acquisition Regulations) and State/Local Laws related to Construction contracts.

  • Ability to manage General Services Administration (GSA) Contract placed under GSA Schedule 00CORP.

  • Ability to identify and mitigate risks.

  • Strong command of MS Office products, especially MS Word, Access, and Excel.

  • Ability to be forward thinking, outstanding attention to detail and follow through.

Job Designation The International Contracts Specialist oversees the contract and agreement processes for UK MoD, Canada, and Australia. Prepares contractual agreements and provides commercial-related advice. Drafts and reviews contractual documentation and negotiates agreements in accordance with corporate policy and applicable legal requirements. Ensures efficient performance throughout the product life cycle and the life of the contract, including modifications and interpretations to completion. Job Core Responsibilities * Cradle to Grave Contract Management. * Oversight of Commercial functions for United Kingdom (UK MoD), Canadian, and Australian Territories. In time will assume the oversight of Mexico and South America commercial functions. * Assesses contractual and commercial risk and provides appropriate advice to Commercial Management team. * Oversees the commercial aspects of RFIs or RFPs, including obtaining necessary internal approvals. * Manages the Commercial team's contract amendment negotiations. * Ensures that dissemination of agreements and contract closedown/exit activities are completed within expected timelines. * Provides support, training and mentorship to the Commercial Management team. * Monitors and analyzes the administration of contracts to ensure compliance with contract terms and company policies. * Other responsibilities as assigned. * Consistent exercise of independent judgment and discretion in matters of significance. * Regular, consistent and punctual attendance is required. May need to work nights and weekends, variable schedule(s) and additional hours as necessary. * Oversight of Third Party Agreements. Job Specifications Education: Bachelor degree in related field strongly preferred or equivalent combination of relevant education and work experience that will allow successful performance of job expectations will be considered.
