ABOUT THIS POSITION

The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill the mission, the City of Phoenix Housing Department owns approximately 5,000 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.

The Contracts Specialist II performs advanced-level work in writing, procuring, negotiating, executing, and administering complex goods, services, and Housing Department program-related contracts to support the Housing Department's mission. Work requires the use of critical thinking skills, collaboration, initiative, and professional judgment and is performed under the general direction of the Housing Contracts and Procurement Manager. The primary task of this position is to bring procurements through the solicitation process in accordance with the City's Procurement Code and Federal Regulations and manage a set of contracts.

  • Ability to correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.

  • Ability to break down complex information into comprehensive parts, ask questions, synthesize and analyze information.

  • Ability to manage multiple projects at once and meet deadlines.

  • Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.

  • Excellent written and oral communication skills.

  • Demonstrates exemplary customer-service skills.

SALARY

Pay Range: $63,044.80 to $97,780.80 annually.

Hiring Range: $63,044.80 to $80,454.40 annually.

MINIMUM QUALIFICATIONS

  • Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.

  • Bachelor's degree in public or business administration or a related field.

  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Bachelor's or advanced degrees preferably in Business, Procurement or Legal field.

  • Certification (CPPB, CPPO, CPSM, or CPM).

  • Experience in project management.

  • Experience with SAP or other procurement systems.

  • Experience in government (federal, state, or local) or private industry procurement that includes contract development, management and/or administration.

  • Experience conducting end to end solicitations.

  • Experience conducting end to end solicitation in a government environment.

  • Experience procuring under a procurement code.

  • Experience with Legistar.

  • Experience contracting/procuring with federal funds.

  • Experience following Federal, State and City Procurement Regulations.
