DEPARTMENT SUMMARY: The Procurement department is a fully integrated procure-to-pay team, providing many services to our multi-hospital organization and clinics.

Our services include spending insights, accounts payable, procurement, sourcing, contracting, supplier management, capital management and regulatory reporting. Our team works in partnership with clinical and business teams to deliver high quality products and services at the best possible cost.

POSITION OVERVIEW: Under the direction of the Procurement Director the Contracts Manager at St.

Charles Health System (SCHS) develops and manages a set of portfolio services that support the sourcing and contracting process. These services include preparing and managing RFx events, conducting market research, and managing the entire contracting lifecycle. This position leads the current environment into a mature organization that properly manages the quality, cost, and risk inherent in sourcing and contracting events. The Contracts Manager will collaborate closely with suppliers, caregivers, and SCHS legal department.

The contracting responsibilities of this role require the management of the current contracting process along with its future evolution into Contract Lifecycle Management (CLM). This includes the development and management of contracts before and after they have been fully executed.

This position directly manages assigned caregivers. In addition, this position assists in managing various projects owned by multiple stakeholders.

ESSENTIAL FUNCTIONS AND DUTIES:

Establishes a portfolio of advisory services for sourcing and contracting, in support of SCHS caregivers. This includes developing and managing the requisite process for all sourcing and contracting events.

Ensures that all contracting events have been sourced and are met in a timely, accurate, cost-effective manner with specific attention to value and risk management. Maximizes working relationships with Health Future and Vizient contracts.

Conducts initial review of designated Procurement contracts, assists in negotiating operational and financial teams, and may use template contracts approved by SCHS Legal Department or identify issues or specific contractual provisions for review by the SCHS Legal Department.

Quantifies value through specific KPI's, SLAs, and Savings Targets that ensure adherence to policies and procedures and department goals. Establishes Net Promoter Score (NPS) in support of customer excellence.

Designs and adheres to best practices for end to end sourcing and contracting functions. Establishes savings targets, while developing and monitoring savings pipeline. Responsible for tracking and monitoring progress.

Continuously evaluates and assesses supplier performance reports consistent with agreed to requirements to ensure consistency in quality, service, pricing and delivery targets.

Builds relationships and influence with internal and external stakeholders.

Adheres to solid internal control practices and maintains segregation of duties to mitigate risks to the organization.

Analyzes existing vendor options and available contracts, working with caregivers, Legal Department, and suppliers.

Solicits supplier quotes following approved, procedural methods for competitive acquisitions.

Requests and reviews supply and service contracts to identify compliance with rules and regulations; provided, however, the final review and compliance assessment is conducted by the SCHS Legal Department.

Reviews all new vendor requests to determine whether existing vendors or contracts options exist.

Submits information to the Value Analysis committees for product/equipment/services that require a contract or a possible standardization or savings opportunity.

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

Hires, directs, coaches, and monitors the performance of all direct reports, to develop and maintain a high-performance team that meets organizational and department goals.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees team's delivery of customer service in a manner that promotes goodwill, is timely, efficient, and accurate.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Lean principles, concepts, and tools.

Supports the vision, mission and values of the organization in all respects.

Supports the Lean principles of continuous improvement with energy and enthusiasm, functioning as a champion of change.

Provides and maintains a safe environment for caregivers, patients and guests.

Conducts all activities with the highest standards of professionalism and confidentiality. Complies with all applicable laws, regulations, policies, and procedures, supporting the organization's corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violation of applicable rules, and cooperating fully with all organizational investigations and proceedings.

Delivers customer service and/or patient care in a manner that promotes goodwill, is timely, efficient and accurate.

May perform additional duties of similar complexity within the organization, as required or assigned.

EDUCATION:

Required: Bachelor's degree in related field or equivalent work experience as a Paralegal or Contracts/Sourcing Manager.

A law degree may be helpful, but it is not required. The Contracts Manager will not be engaging in the practice of law or serving in any type of attorney or legal capacity. Any legal work involved in reviewing or negotiating a contract will be the sole responsibility of the SCHS Legal Department.

LICENSURE/CERTIFICATION/REGISTRATION:

Required: N/A

Preferred: Paralegal Certificate.

EXPERIENCE:

Required: Five (5) years' experience developing, managing, and negotiating contracts. One (1) year of leadership experience.

Preferred: Healthcare procurement contract experience, paralegal experience, and/or working knowledge of Meditract.

PERSONAL PROTECTIVE EQUIPMENT:

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.
