T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012.

Parsons is the prime contractor. This $1.3 billion

  • contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA's Capital Investment Plan (CIP) modernization efforts:

    Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA's nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

POSITION OVERVIEW:

Manages all contract activities for the FAA Technical Support Service Contract. Travel to the client's offices, to project sites, and to an annual meeting with the client management team is required.

SPECIFIC RESPONSIBILITIES:

Participates in Division, Company, and Corporate strategic planning activities for the contract (e.g., risk assessment, bid analysis, participation in business plan development, etc.).

Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. Makes staffing assignments and reassignments as Company and project needs arise.

Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsels, takes corrective action as required, and approves terminations. Ensures that new employees receive orientation in company policies and procedures.

Collaborates with Division and project management to ensure proper support in work release proposal preparation, as well as contract negotiations and administration.

Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy.

Negotiates the more difficult, complex, or sensitive issues with clients. To include requests for equitable adjustments or claims from our subcontractors and vendors.

Requests for contract changes. Maintains conformed contract for use by Parsons and the FAA Contracting Officer.

May represent the Company at government procurement regulatory and policy-making committee hearings and at industry association committees dealing with Federal Procurement Policy initiatives that will have an impact on the industry.

Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.

Must work together with the Procurement Manager and Property Manager in order to manage interrelated functions between these organizational teams.

Performs other responsibilities associated with this position as may be appropriate.
4-year degree in Business Administration, Finance, or related field, Juris Doctor Degree, and 12 plus years of prime contract administration experience within a large international engineering and construction firm is required.

Prefer experience managing construction and engineering related contracts and subcontract procurements. Prefer experience managing government property requirements related to prime contract management.

Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.

SKILLS/COMPETENCIES:

Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts. Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.

Prefer a working knowledge of Microsoft SharePoint, Word, and Excel. Proven ability to perform in a management capacity is also required.

Principal Accountabilities (Typical duties include the following, although specific duties vary by assignment or contract.) * Manages the proper coordination of various types of agreements, subcontracts and other contract/legal documents with accounting, legal, program management and other organizations as necessary. * Develops cost proposals to address request for proposal (RFP) requirements and approved cost strategies in accordance with cost estimating system requirements, company policies, and government regulations. * Evaluates conformance of policies, practices and standards to meet business objectives in compliance with company policy, law and regulation. * Advises and guides Contract department in export and control and licensing matters to ensure the upper management is kept fully aware of company's compliance. * Monitors performance, funding, and payments on assigned contracts. Notifies upper management and site Program Management of potential non-compliance and other problems that could have an adverse impact to the company. * Advises management of contractual rights and obligations and provides interpretations of terms and conditions of assigned SBU. * Manages the process for updating contract information in contract's database ensuring all data is current and complete. * Participates in contract disputes, claim resolutions and outside audits. Knowledge & Skills * Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and related federal and state legislation and regulations. * Knowledge of various computer programs required (ex: Word, Excel, etc.) and working experience with spreadsheets. * Knowledge of cost controls and international logistics support. * Knowledge of Service Contract Act and Truth in Negotiations Act. * Knowledge of international business management and International Traffic in Arms Regulations (ITAR) if required for contract. * Knowledge of accounting practices including DynCorp's disclosed accounting practices. * Excellent oral and written communications. * Effective leadership and interpersonal skills. Experience & Education * Eight (8) years of experience in contract administration and/or government cost accounting environment. * Prefer two (2) years supervisory experience in contracts. * Bachelor's degree in an associated discipline.
