SAIC's National Intelligence Community (NIC) Business Unit, USG Mission and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, DevSecOps, cloud network operations, and secure communications.

We are seeking a highly motivated Contracts, CDRL Manager to join our multi-million dollar National Intelligence program supporting the Cloud Investment Multi-Cloud Management (CIMM) team. As a contributor to the Intelligence Community's first multi-cloud initiative, you will be at the epicenter of emergent cloud computing technologies, establishing a foundation that will evolve to include all agencies within the IC. As the CDRL Manager, you will oversee and manage the process of collecting, organizing, and delivering the required data items specified in the Contract Data Requirements List (CDRL) and ensure high-quality and acceptable task completion, and deliverables from contract personnel in compliance with the Cloud Investment and Multi-cloud Management (CIMM) Base Indefinite-Delivery Indefinite Quantity (IDIQ) Statement of Work (SOW).

Your responsibilities will include but are not limited to:

  • Maintaining the Monthly Contractor Status Report (MCSR) and Contract Data Requirement List (CDRL).

  • Ensure compliance with the CDRL requirements outlined in the contract by understanding the specific data items, formats, delivery schedules, and any other contractual obligations.

  • Develop a comprehensive plan and schedule for the collection, review, and submission of CDRL deliverables. This includes coordinating with relevant stakeholders, such as project managers, technical teams, and subcontractors.

  • Work closely with project teams to collect and organize the necessary data items based on the CDRL requirements. This may involve collaborating with subject matter experts, engineers, and other personnel to ensure accurate and timely data collection.

  • Maintain a systematic approach to document control and management. Establish processes for version control, document tracking, and storage to ensure the integrity and accessibility of CDRL deliverables.

  • Implement quality control measures to ensure the accuracy, completeness, and compliance of CDRL deliverables. This may involve conducting reviews, audits, and validations to verify that the data items meet the specified requirements.

  • Serve as the primary point of contact for CDRL-related matters, both internally and externally. Coordinate with project teams, subcontractors, and customers to address any questions, issues, or changes related to CDRL deliverables.

  • Generate reports and documentation related to CDRL status, progress, and compliance. This includes preparing status updates, progress reports, and other required documentation for internal and external stakeholders.

  • Identify opportunities for process improvement and efficiency in CDRL management. Implement best practices, tools, and technologies to streamline data collection, organization, and delivery processes.

  • Ensure that all CDRL deliverables are submitted within the specified contractual timelines and meet the required quality standards. Monitor and track contractual obligations related to CDRL deliverables.

  • Collaborate with project managers, technical teams, subcontractors, and customers to address any CDRL-related concerns, resolve issues, and maintain positive working relationships.

Qualifications

Required Qualifications:

  • Active TS/SCI with Polygraph

  • Bachelors degree

Desired Qualifications:

  • Familiarity with Program Estimation Review Techniques (PERTs)

  • Experience with data visualization and analytical tools

  • Certifications and/or Operational experience with Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform (GCP), IBM Cloud, and/or Oracle Cloud Infrastructure (OCI)
