LOCATION: Birmingham. Alabama

SCOPE:

Caliburn International is seeking a Contracts Manager who will provide pre- and post-award contract management support to the Specialized Construction "vertical" but may be required to provide contract support to other business initiatives as well. The Contracts Manager takes the lead in the negotiation and administration of contractual arrangements evolving from a complex cross-functional business environment. The Contracts Manager provides guidance in contractual, logistical, financial, and management to internal and external clients, contractors and management. Reports to the Senior Director, Contracts.

RESPONSIBILITIES:

  • Administers, extends, negotiates and terminates standard and nonstandard contracts, task orders and subsequent amendments.

  • Conducts/leads proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with Company policies, legal requirements, and customer specifications.

  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

  • Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

  • Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations.

  • Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination.

  • Initiates documentation to authorize and direct work in accordance with contractual specifications. Maintains contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects.

  • Leads teaming agreement and strategic marketing alliance negotiations between company and outside sources.

  • Provides senior level guidance to less experienced Contracts professionals.

  • Ensure files prepared for the pre-award decisions are complete, neat, and organized in accordance with the customer's policy, and files are properly organized to facilitate post-award reviews and administration.

  • Ensures strong customer relationship management with Government Contracting Officers.

  • Prepares final contract award documents for task and delivery orders and stand-alone contracts, and COR designation letters. Input award data into the government database.

  • Coordinate with program personnel for receipt and acceptance of contract deliverables when necessary

  • Maintain working files, directories, and other materials, and retrieve immediately upon request; prepare contract files in accordance with established procedures.

  • Collaborates with and leads teams consisting of all functional specialties and program management and proposal teams.

  • Other duties as assigned by management.

OTHER RESPONSIBILITIES:

  • May participate in interdepartmental project groups or task forces to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, contract awards, and new policy requirements.

  • May be asked to travel for client meetings, presentations, etc. Travel less than 10%.

  • Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training and goals. Ensures safe operating conditions within area of responsibility. Encourages co-workers to work safely. Identifies "close calls" and/or safety concerns to supervisory personnel. Maintains a clean and orderly work area.

  • Assists in active implementation of company initiatives to ensure compliance with DCAA, DCMA, OSHA VPP, ISO, JCAHO, AAAHC, and other mandated regulations/standards.

PHYSICAL REQUIREMENTS

Work is normally performed in a typical interior/office work environment. Work involves sitting and standing for prolonged periods of time. May require bending, stooping and lifting up to 15 lbs. Good eye/hand coordination required.

Job Requirements

QUALIFICATIONS:

  • 10+ years of verifiable experience in pre-award and post-award contract management with the Federal government, DoD or government contractor.

  • A demonstrated record of success in negotiation and conflict resolution.

  • Bachelor's degree or equivalent, relevant documented government or DoD work experience.

  • Experience monitoring and tracking contract performance, including contract schedules, deliverables, funding, invoicing and payments.

  • Cradle-to-grave contract management for various types of contracts, both federal and commercial

PREFERRED QUALIFICATIONS:

  • Superior communication skills in building and maintaining rapport, trust and effective client and contractor relationships.

  • Strong ability to read analytically, think critically, reason logically and produce well-structured and expressed documentation.

  • High standards of discretion, honesty and integrity in all external and internal relationships.

  • Strong organizational skills: the ability to prioritize, multitask and adapt to changing client requirements.

  • Willing to travel internationally (10%)

Responsible for providing direction for all elements of JCI application engineering, design engineering, pre and post-sales support for the assigned accounts team of engineers and to his/her group of assigned accounts. In charge of the hiring, management and development of all engineering team members within the assigned accounts teams. Responsible for the team's performance, continuous improvement and success. Responsible for the implementation and management of a Quality Assurance and Quality Control program that includes the sf.com tools, that is in line with the CoE Network and GCoE specific Quality Management System and that ensures that not only our on-time delivery metrics are achieved but where our quality metrics are achieved and exceeded. Monitors, assesses, records and reports status, issues, risks and activities in process to meet customer expectations and sales targets and objectives and overall internal and external customer satisfaction.
