Contracts Management Analyst, Senior

Key Role:

Provide contract management support to a client. Coordinate with requirements teams, the contracting officer representative (COR), and contracting staff to assist with the development of contract strategies and contract planning and execution. Support market research, development of Requests for Proposals (RFPs) and Requests for Information (RFIs), contract modifications, and technical instructions. Assist with monitoring and reporting contract performance, including tracking contract obligations, invoices, award fees and incentives, and deliveries.

Basic Qualifications:

  • 8+ years of experience with DoD contract management

  • Experience in working with senior government staff at the program executive officer (PEO) or project manager (PM) level

  • Experience with Microsoft Office Suite

  • Secret clearance

  • BA or BS degree

  • CFCM or DAWIA CON Level III or equivalent certification

Additional Qualifications:

  • Experience with the Navy preferred

  • Experience with Federal Acquisition Regulations (FARs) and the Defense Acquisition Regulation Supplement (DFARS)

  • Experience with contract writing systems, including SPS

  • Ability to multi-task in a fast-paced environment

  • Ability to prioritize multiple tasks with limited supervision and be a self-starter

  • Ability to pay strict attention to detail

  • Possession of excellent oral and written communication skills

  • BA or BS degree in Business Administration, Engineering, or a related field

Responsibilities The senior Contracts Manager Specialist will provide subject matter expertise in DoD contracts management, FAR and DFARS, contract planning and preparation, contract administration, contract policy, and contract documentation support. Representative responsibilities include: * Support the PEO and associated PMOs in successfully accomplishing objectives and providing support to PEO EIS and its associated PMO Contracts Management Leads, Procuring Contracting Officers (PCO), Contracting Officer Representatives, and Technical Points of Contact (TPOC) with contract actions and documentation. * Coordinate with PEO EIS and associated PMOs in the oversight and management of contracts management support tasks: development, review and/or revision of pre- and post-award contract documentation including procurement requests, modification requests, request for quotations, request for information, request for proposals, statement of objectives, performance work statements, statements of work, service level agreements, acquisition plans, delivery order/task order, and contract data requirements list. * Provide support to the PEO EIS contract management team in the execution of various ongoing mission support activities including management and review of program requirements; reviews of acquisition schedules and milestones; coordination and preparation of contracting packages including briefing compilation and analysis as require to prepare Government contracts. * Assist in the enterprise-wide management of contracts to include data analytics, metrics, and performance dashboards associated with those efforts. Provide support in the tracking of deliverables, performance metrics and burn rates. * Support the research and review of regulations, policies, and contract and solicitation documents in order to prepare and present synopses of these documents. * Provide management support to PEO EIS and PMOs with various contracting functions including contract administration, contract documentation, market research and price analysis, tracking of deliveries, invoicing and payment, assisting with award fee monitoring and performing activities in support of contract closeouts. * Support developing, collecting, analyzing and preparing metrics data to assist with enterprise contract planning and actions. * Assist the PMO in conducting contracting activities to execute to the current fiscal year spend plan. * Secret clearance required. Qualifications * Eight (8) years of demonstrated experience in DoD contracts management * DAWIA Level III - Contracting, CFCM or equivalent * Previous experience with Enterprise Information Systems and/or Information Technology (IT) programs is a plus * Bachelor's degree from accredited college or university Logistics Management Institute Washington DC
