The Contracts Compliance Officer performs project-level management of all MPD Contracts responsibilities including procurements, contracts, reporting, and data administration. Assure continuous improvement for all processes, developing and updating standards of work, and participating in internal quality/process improvement teams. Support and assist in developing program efficiency. Assure compliance with Federal and State business best practices and regulation and policy compliance.
Perform all tasks involved in the execution of all types of agreements and procurements, from original request to the close-out process. Plan, organize, compile background technical data and prepare agreements after researching programmatic requirements. Manage time and work priorities effectively.
Read and study federal regulations, program guidelines, and related documents to gain knowledge and understanding of requirements. Analyze and evaluate work procedures, methods, and rules for functional unit; make recommendations and implement approved practices. Apply regulations, policy, laws, and guidance.
Design, develop, implement data and task tracking tools, forms, and mechanisms. Ensure data integrity, share-ability, and transparency. Generate and analyze necessary information to ensure systems are applied and functioning as designed to ensure appropriate recording of program activity.
Successfully communicate and interact in a timely manner with Internal and External customers and others to ensure efficient processing of group activities. Attend meetings to help resolve contractual concerns relative to projects. Troubleshoot project challenges and recommend practical solutions.
Assure continuous improvement for all processes, developing and updating standards of work, and participating in internal quality/process improvement teams. Support and assist in developing program efficiency. Participate in and maintain data for performance measure reporting and visualization.
Creating or completing process required documents, and performing and monitoring each phase of the process (creation to closeout). This includes relevant data entry, reporting, and system document creation in established systems as the phases occur. Perform and backup all Programmatic processes.
Review, analyze, reconcile project financial data to ensure expenditures, payments, and match are properly allocated to work projects. Requires understanding of complex systematic inter-relationships between financial and procurement systems, Government Accounting Principles (GAP) and State/Federal requirements.
KNOWLEDGE, SKILLS, AND ABILITIES
Automated Accounting and Procurement Systems, especially large ERP systems
The complex project and funding relationships within and between systems
Analyzing data and projects
Applying division, interrelated, agency, policies and procedures, State Administrative Code and Procurement rules, State Statutes, Federal Statutes and Regulations, and Government Accounting Principles relative to each Project.

The ideal candidate for this position will;
Bachelor's Degree in Business Administration, Accounting, Project Management, or related field.
At least five year's work experience related to position requirements including technical analysis, financial analysis, and/or business analysis; project level or financial research; reporting experience.

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).
