Position Overview
Bridging North America (BNA) is a consortium comprised of Aecon, ACS and Fluor and has been selected by Windsor Detroit Bridge Authority (WDBA) to deliver the Gordie Howe International Bridge Project. Aecon Major Projects is seeking a highly qualified and experienced person to be seconded into the Project Co. for this complex P3 design and construction project.The Project Procurement Manager is responsible for implementing, facilitating and monitoring the complete procurement life cycle in accordance with approved project policies, procedures, plans, strategy, and budgets. In general, the procurement cycle consists of standards preparation, bidder identification and prequalification, issuance of enquiries, bid evaluations, bidder selection and recommendation, preparation of purchase order and contract documents, administration of awarded purchase orders and contracts, expediting, inspection, control of materials, transportation logistics, interfacing with engineering, construction management and the Client, and progress reporting.

Key Responsibilities
Oversees and participates in the procurement of materials, components, and services, ensuring price value and stability, consistent quality, and required delivery dates are met.Manage procurement specialists assigned to the project as required to execute the Procurement cycle, namely: Contracts Administrators, Buyers, Expeditors, Inspectors, Material Controllers, and Transportation & Logistics Coordinators.Responsible for the overall procurement function at Site including Material Management.Guides, assists, and negotiates to a satisfactory conclusion critical purchasing contracts.Researches and develops competent suppliers of high quality components by overseeing and participating in supplier qualification and other informational requests. Evaluates requested material and makes recommendations for inclusion on approved bid lists.Monitors methods of communications, problem resolution, and contractual disputes. Contacts suppliers regarding large or recurring material problems and resolves issues.Participates in the maintenance of systems which measure, track, and analyze supplier and material effectiveness, price, and reliability.Maintains currency with respect to technical and supervisory skills by attending training classes, special technical and administration courses, seminars, exhibits and trade shows as needed.Assumes additional related responsibilities as necessary

Required Knowledge & Skills
Knowledge of procurement practices, such as the competitive bidding process; knowledge and experience with contract terms and conditions; knowledge of services delivery models including KPI application and performance oriented outsourcing;Strong Financial Management abilities

Experience managing spend in excess of $100mNegotiation skills, including the ability to reconcile conflicting service and financial requirements and to recover compensation for poor performance

Excellent customer service skills (written and verbal), and the ability to work within a matrix reporting structure10+ years of procurement experience, preferably in the EPC or EPCM industry

Knowledge and understanding of current market conditions

Ability to develop business opportunities to be measured against EBITDAProficiency with MS office applications (excel, word, PowerPoint and access)Familiarity with E-Procurement/E Sourcing applications an asset
