POSITION: Contracts Administrator
Length of assignment 6-12 months (High Possibility of extension/conversion)
LOCATION: SAN ANTONIO TX
Hours: 8-5

Responsibilities:
What does a typical work day look like? Going to be running reports on what invoices process, and running detailed analysis on why the other invoices did not process Project Description:
How does this project impact the business?
Managing risk thru contract execution and reducing total cost of ownership thru strategic sourcing
What does the team environment look like? 5 FTEs and 2 contractors
What is the interaction level this resource will have with the team? The manager?
Weekly meetings, lots of collaboration and various projects.
What is driving the need for this resource?
Backfill for a contractor that is coming on full time
3 must haves:

Bachelors degree (preferably in Supply Chain Mgmt., Business, Engineering, Materials Management, or a related field but not required
5 or more years of contracting and sourcing experience

Good communication skills (Written & Verbal)

Strong Analytical Skills
3 like to haves

SAP and Ariba experience

Strong leadership/facilitation skills

Advanced excel & office application skills

Participates in, and leads as needed, planning processes to identify upcoming contracting needs. Communicates with internal stakeholders regarding their needs and solicit feedback and participation.

Develops contracting strategies as required, given project or service requirements (e.g. lump sum, T & M), and chooses contracting methodology appropriate to the situation. Develops regional contracting strategies that support internal customers business needs and works with end users in scope development as appropriate.

Qualifies or pre-qualifies contractors to assure capabilities in areas such as safety and health, financial well-being (e.g. bonding capability), labor and equipment rates, employment/resource levels, licenses, reference checks and background check policy implementation.

Negotiates key commercial terms and conditions. Analyzes RFP/RFx packages and labor rates. Develops awareness of associated risks with key stakeholders.

Works with an adhoc team (including legal, insurance/risk management etc.) as required to ensure contractual terms and conditions are acceptable and serve to minimize risk. Manages lien waivers and progress payment processes. Manages records retention as required.

Monitors contractor performance. Utilizes existing systems to manage contracts and related information. Tracks and documents scope of work changes. Communicates with contractors as focal point for ongoing issue resolution, including warranty issues.

VIEW JOBS 12/29/2018 12:00:00 AM 2019-03-29T00:00 Processes and invoices customer orders in accordance with agreed contracts. Monitors contract and business terms to mitigate Oracle's risk. As a member of Contract Management you will assist customers, both internal and external, with license contract interpretation, negotiations and administration of licensing agreements including extensions, new business, invoicing, credit holds, receivable issues and consolidations. Draft and negotiate standard and non-standard contracts. Act as a liaison between consultants, Credit, License, Tax, Business Practices, Revenue accounting, and customers to resolve contractual and consulting business issues. Validate all aspects of contract packages for accuracy and compliance with Oracle's Business Practices and Consulting Business Approvals/Process while maintaining customer satisfaction and responsiveness. Submit contract order packages to Revenue accounting for order processing and project funding. Anticipate problems and initiate actions to ensure customer orders are processed efficiently. Prepare contract status reports. Job duties are varied and complex utilizing independent judgment. May have project lead role. Excellent written, verbal, interpersonal, and analytical communication skills. Organized, detail oriented, and time management skills. Experience drafting and negotiating complex commercial, federal, state, and/or local government contracts. Ability to work effectively under time critical deadlines. Working knowledge of FAR/DFARS. Proficient in Email, MS Word and Excel. Knowledge of Oracle policies and procedures desired. 5 year experience in contracts, purchasing, or equivalent.
