Contracts Expert, Strategic Opportunity Support Services

As we build an organization to lean into the accelerated growth of the new GDIT, the Strategic Opportunity Support Services team is seeking to add to our dedicated team support by adding a contracts professional that is well-versed in regulations and requirements with an expertise in complicated contract issues across multiple Federal/Commercial/State/Local bodies of knowledge. This position would focus on supporting GDIT proposals, programs, and advisory services as a part of the Strategic Opportunity Support Services Contracts Team.

This individual will be highly experienced in providing Contracts expertise in dispute resolutions, ability to apply strategic resolutions to address business and programmatic issues, as well as identifying & analyzing complex and high-risk contract matters. This position requires a significantly diverse agile mindset with contractual knowledge to provide dedicated support across all Divisions.

Education

Bachelor's Degree in Business Administration or a related discipline, or the equivalent combination of education, professional training or work experience.

Advanced degree and/or Professional certification (e.g., CPCM/CFCM) preferred. 15+ years of related experience in contracts and subcontracts administration and/or procurement.

Qualifications

PRINCIPAL DUTIES AND RESPONSIBILITIES

Administers contracts and/or subcontracts, including negotiation, correspondence, documentation, certification, financial reporting, and product delivery for major contracts. Independently negotiates complex contract terms from proposal stage to project close-out in accordance with relevant regulations (including in person with the customer). Coordinates approval of negotiations, contracts, and subcontracts with appropriate management staff.

Provides expert advice and interpretation of contract requirements. Reviews solicitation requests and GDIT proposal volumes to identify risk areas and ensure compliance with terms and conditions. Comprehensive participant on proposal team which includes pricing and scheduling strategy, coordination of requirements, and advance understanding of proposal risk assessment.

Major contributor to program reviews, status briefings and customer interaction whenever the contracting office is involved. Coordinates and communicates with program directors, vice presidents and all matrixed organizations to ensure contract requirements are fulfilled. Provides guidance and work leadership to less experienced contract administrators, and may have supervisory responsibilities.

Maintains heightened knowledge of relevant industry and changing contractual procedures and practices. Viewed as SME on proposal and program strategy Actively maintains an extensive network with industry peers, business teams, and acquisition leadership across GDIT/business areas. Develops training material and leads training events for staff and/or other business teams Leads special projects as required. Operates independently to resolve issues within CAMO and across other support areas and business division staff.

SKILLS AND ABILITIES

Advanced knowledge of the practices, procedures, and processes involved in contracts administration and proposal activities. Advanced knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR and applicable Agency Supplements, and CAS.

Advanced administrative and organizational skills. Advanced communication skills to independently correspond orally and in writing to company and customer leadership. Advanced ability to operate and negotiate independently

In addition to the necessary qualifications of a contracts professional, the selected candidate must be comfortable working in a dynamic and high-energy environment. * Ensure contract compliance and contract administration; develop initiatives to increase profitability and cash; establish and maintain excellent customer relations, both internally and externally; and develop business strategies for new business opportunities. * Advise management of contractual rights, obligations and risks. * Compile and analyze data; and maintain historical information * Manage, participate in and/or conduct contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. * Team with the Operations and Business Management teams to monitor, assess and accurately report, both internally and externally, on Project cost, schedule, risks and opportunities. * Participate in proposal preparation as an integral member of the team with special emphasis on reviewing contract terms and risks, contributing to pricing strategy and assisting the PMO to develop mitigation strategies for proposal submittals. * Oversee the evaluation of contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations. * Ensure communication is maintained for timely contract execution by the parties. * Ensure final contract documents are consistent with agreements reached at negotiations. * Assist in training about contract practices and negotiations to company personnel. * Be responsible for multiple task orders, contracts with varied contract types. * Monitor and track upcoming contractual actions and deadlines. Responsible for assuring that all information regarding the status of assigned procurement actions are in the EFFACTs databases. * Perform other duties and special projects as required. Requirements: * A Bachelor's degree in business or other related field from an accredited college is required. * 1-4 years of work experience including internships. * Relevant experience in supporting contract negotiations and contract administration, preferably with United States Government contracts is highly desirable. * Experience and knowledge of the Federal Acquisition Regulation (FAR) is highly desirable. * Demonstrated experience in drafting, effective writing is required. * Well-developed communication skills with ability to interface with multiple levels of operations personnel and administrative staff are required. * Outstanding customer service, interpersonal, and supervision skills * Reliable, highly organized, and motivated * Must excel in a dynamic, fast-paced work environment while maintaining focus and balance priorities * Excellent attention to detail Selected candidate must be able to qualify for a government sponsored security clearance.
