Position Title: Contracts Administrator III
Leonardo DRS is seeking an exceptionally qualified mid-level Contracts Administrator with major weapon systems acquisition experience to join our recognized team of experts to provide a solution for the U.S. Air Force's T-X program. The Contracts Administrator leads the administration and monitoring of contract performance on their assigned Integrated Project Team (IPT). . Conducts the negotiation and administration of the prime T-X contract between the company and the USAF ensuring adherence to company policies and procedures. Contractually support their assigned Integrated Project Team (IPT) while collaborating with the T-X Director of Contracts, Contract Manager and other Contracts Administrators to support overall contract compliance.
Duties and Responsibilities:
Work closely with T-X Program Management and assigned IPT to effectively administer and monitor contract performance for assigned IPT. .
Responsible for contract change proposals terms and conditions, handling contract modification award confirmations, interpreting modification terms and conditions and identifying potential issues, reviewing modifications and incorporating changes.
Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, identifies risks and areas of concern on contract terms and conditions and provides contractual advice, guidance to Senior Program, Contracts and ITP managers.
Assist Program Management and assigned IPT in the flow down of prime contract requirements/changes to the DRS Subcontract Manager/Administrator through the DRS Supply Chain and Proposal Management.
Provide contracting guidance to DRS Supply Chain Subcontract Manager/Administrator and DRS Proposal Management in the preparation of subcontract change proposals to be integrated in prime contract change proposals to the USAF.
Responds to inquiries regarding contract obligations and revisions.
Assist in proposal preparation for customer requirements.
Work with T-X Pricer to develop price proposals in support of contract modification negotiations.
Participates in TINA implementation/sweeps.
Negotiates modification terms and conditions.
Monitors contract performance to ensure timely delivery of assigned IPT CDRLs and deliverables.in accordance with the T-X contract
Prepares contractual documents, including the preparation of contract terms and conditions, and assembles contract documentation package.
Participates in management review of proposals/contracts and in the conduct of program reviews.
Supports, communicates, reinforces and defends DRS' mission, values and culture.
May provide work leadership for lower level employees.
Maintain effective internal and external customer relations.
Perform special projects as requested.
Expert knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
Advanced understanding of complex contract/Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements.
Advanced knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
Knowledgeable of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines.
Advanced knowledge of source selection / evaluation process including cost and price analysis.
Advanced knowledge of requirements for and experienced in administration of government property.
Advanced knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
Knowledgeable and understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.'s and other forms of agreements.
Excellent verbal and written communication skills.
Contract / agreement briefing, negotiation and review experience.
Experience in monitoring contracts/subcontracts of increasing complexity and value.
