Implements and manages the County's D/M/WBE Program, which is designed to establish and maintain an equitable business environment for disadvantaged business enterprises ("DBE"), minority-owned business enterprises ("MBE"), and woman-owned business enterprises ("WBE")
Creates goals, strategies, and performance measures to establish and maintain a more diverse vendor applicant pool
Coordinates with user departments, Procurement Division, and related agencies to further the County's D/M/WBE Program and strategic planning efforts
Conducts research, prepares advisory memoranda, and completes special projects related to the D/M/WBE Program
Represents the County in coordination with the Chief Procurement Officer at outreach events
Coordinates outreach and marketing targeted to disadvantaged, minority-owned, and woman-owned business enterprises through workshops, seminars, and networking sessions related to the D/M/WBE Program
Develops, fosters, and maintains relationships with local economic development and community development organizations such as Choose DuPage
Serves as a resource in using policy and procedures to promote and implement diversity and inclusion contracting practices
Provides advocacy support to assist potential vendors in overcoming barriers to reach their goals of becoming a certified vendor
Creates a work plan for implementation and a scope of work for project tracking of the D/M/WBE Program
Develops procedures for implementing the D/M/WBE Program in terms of reporting and operations
Manages the operations of the Division of Contracting Equity
Reviews and audits contracts, invoices, utilization reports, change orders, and other records to verify and confirm that contract participation goals are met pursuant to the D/M/WBE Program
Assures compliance with federal, state, county, and local laws, ordinances, regulations, and policies
Provides technical assistance, training, and tools for the D/M/WBE Program
Coordinates with the Procurement Division in processing solicitations on an as needed basis
Performs related duties as required or assigned within job classification
Recommends hiring and promotions for all assigned positions
Seeks to promote potential employment opportunities to build a diverse workforce in collaboration and under the direction of the Human Resources Department
SUPERVISORY RESPONSIBILITIES
Exercises supervision of personnel in related area of responsibility.EDUCATION and/or EXPERIENCE
Completion of a Bachelor's degree in Business, Public Administration or a closely related field, five years of community engagement, business diversity, business development, government procurement experience including two years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess and maintain in good standing, a valid Illinois driver's license.
