The Army is developing and fielding live, virtual, and constructive systems from company through theater level echelons. Classroom training is used to support initial, refresher, delta training and exercise events.
Mission Command Systems will be modeled so that specific training can be conducted at the operator level in a computer based environment, simulated in a synthetic theater of war and used for exercises and mission rehearsals. The Mission Simulations Center (MSC) is a multi-echelon, multi-environment training support facility. The facility and its staff employ multi-functional, embedded capability and subject matter expertise to provide seamless training, mission rehearsal, operational mission support and execution.
The MSC provides training capability to all units at the U.S. Army Fires Center of Excellence ( FCoE ) as directed. The MSC links Live, Virtual, Constructive, and Gaming training into an integrated training environment (ITE). The Contractor shall provide resident constructive simulations and training support for Students attending Officer, Warrant Officer, and NCO courses. Shall receive mandated Simulations Based Instruction and Mission Command System training in accordance with the Field Artillery and Air Defense Artillery Schools applicable Programs of Instruction (POI), and published training schedules.
The contractor shall install, integrate, maintain and upgrade mission command and command, control, communications, computers and intelligence (C4I) systems.
The contractor shall establish, trouble shoot, administer and maintain internal networks supporting Mission Command training events in the Mission Simulations Center, Burleson Hall, I-See-O Hall, and other locations on Fort Sill.
Provide networking services on Simulation Systems in support of training. Set-up, operation, tear down and store equipment.
The contractor shall contribute in the implementation, maintenance, and management of the Risk Management Framework for all MSC systems, sub-systems, and networks.
The contractor shall provide Systems Administration to maintain, develop and administer computer systems, including hardware, software and configuration on assigned client projects. Analyze new software versions and new POI requirements to determine technical solutions to support training requirements.
Translate requirements into design for computer system. Perform data backups and disaster recovery operations. Diagnose, troubleshoot, and resolve hardware, software, and other system problems.
Plan, coordinate, and implement security measures to protect data, software, and hardware. Monitor the performance of computer systems, and to coordinate computer access and use. Design, configure, and test computer hardware, software and operating system software.
Monitor performance to determine whether adjustments need to be made, and to determine where changes will need to be made in the future. Backup systems and provide technical/troubleshooting support during constructive simulation exercises. Any resolved or unresolved issues shall be reported to the MSC Government System Administrator.
Utilizing the following: Linux System Administration, VMWare Administration, SQL Server, SharePoint, and Microsoft applications and products.
The Contractor shall conduct full integration test (FIT) prior to each scheduled training event or exercise to validate readiness of associated hardware, software, networks, and databases, correct all identified deficiencies prior to exercise start, and ensure all exercises begin and end as scheduled, subject to catastrophic equipment or network malfunctions beyond the scope of control. If in the event there are system issues, malfunctions or deficiencies that cannot be rectified, corrected or resolved before a class is scheduled to start, then contractor shall notify the MSC Government System Administrator and COR so that scheduled classes or exercises can be postponed or rescheduled with the particular course manager. Experience and Education
Three years' experience operating, managing, administrating, and working with local and wide area networks (LAN/WAN).
Three years' experience network administration, consulting, analyzing, designing, installing and maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment.
Contractor shall be Security Plus certified and have passed the Computing technology Industry Association (CompTIA) Security+ certification exam within ninety (90) calendar days after contractor receives executed award.
