The Kenya-Trusant Group is hiring a Contract Specialist to join our team to provide acquisition and assistance and related institutional support services to the USAID Bureau of Development, Democracy, and Innovation (DDI).

Job Description

The Contract Specialist will:
  • Provide Acquisition and Assistance (procurement) support to DDI offices/centers/hubs and other Bureau OUs.
  • Review and recommend approval or revision of requisitions in the Global Acquisition and Assistance System (GLAAS).
  • Review and recommend approval or revision of Scopes of Work (SOW)
  • Perform complex cost and price analysis.
  • Analyze proposals and/or quotes received.
  • Review contracts and contract modifications.
  • Analyze contractor-proposed budgets, recommend revisions to various contract provisions, write Memoranda of Negotiation, and prepare other procurement required documentation.
  • Support with administrative assistance and award packages.
  • Support contract administration sufficient to ensure contract terms and conditions are met and that the contractor delivers the required goods or services in a timely manner to achieve the objectives of the Agency's projects and programs.

Qualifications
Three to ten years of experience and a B.A./B.S. or M.A./M.S. degree.Qualifications Substitutions

The incumbent performs senior contract specialist work assignments associated with pre-award, post-award and contract closeout activities. The incumbent will be responsible for procurement planning, solicitation, and/or award of procurement actions in support of Information Technology systems and services, including cloud-based and other digital services.</p><p>Duties may include, but are not limited to:</p><ul><li><p>Serving as a senior contracting officer performing the full range of contract specialist duties necessary to award, administer, and close out a variety of contract types, including, but not limited to, firm fixed price, cost, labor hour, and task contract types.</p></li><li><p>Serving as a senior CO responsible for managing a customer's portfolio, and overseeing the execution of that portfolio by more junior Contract Specialists.</p></li><li><p>Performing all aspects of contract administration for important and complex agency acquisitions involving diverse supplies and services, e.g., telecommunications and other electronic systems and subsystems, building maintenance, architect/engineering, etc. including negotiating complex modifications to contracts vehicles.</p></li><li><p>Preparing pre-award and post-award documents, e.g., solicitations, market research reports, pre-negotiation and post-negotiation memoranda, responsibility determinations, waivers, justifications and approvals for other than full and open competition, determinations and findings, protest responses, debriefings, cure notices, etc.</p></li><li><p>Monitoring contractor performance, evaluating and negotiating change orders and contract modifications, and resolving post-award performance or payment problems.</p></li><li><p>Utilizing in-depth price/cost analysis techniques to develop pre-negotiation and award price determination documents.</p></li><li><p>Serving as an advisor to customers at the AO and the courts nationwide on contracting issues.</p></li></ul><p>Help</p><p>Requirements</p><p>Conditions of Employment</p><p>CONDITIONS OF EMPLOYMENT</p><ul><li><p>All information is subject to verification. Specialized experience is demonstrated experience applying contracting principles and procedures to the planning, award and management of contracting actions for a wide range of services and supplies.</p><p>Certification:The incumbent of this position will need to have a Federal Acquisition Certification-Contracting (FAC-C) Level III, Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III or or DAWIA Contracting Professional Certification.
