Description of Work
The Contract Specialist is responsible for independently developing and preparing solicitations and contract documents, including Request for Proposals (RFPs), Request for Quotes (RFQs), Invitation for Bids (IFB), Memorandum of Agreements (MOAs), Contracts and Contract Amendments, as required, for a range of complex requirements, including professional services, commodities and equipment. Additional job responsibilities include:
Assisting customers in navigating the procurement process;
Ensuring solicitation documents are developed in accordance with established Federal and State laws and rules, including the NC General Statues and Administrative Codes;
Creating and documenting proposal evaluation criteria;
Assisting in organizing meetings with evaluation committee members;
Preparing award recommendation documentation;
Negotiating with potential vendor.
Salary Grade GN12 Recruitment Range $46,203 - $73,924
About the Office of Procurement, Contracts, & Grants
The Office of Procurement and Contract Services (OPCS) provides training, guidance, research, compliance reviews, reporting, and operational assistance to all of the DHHS divisions, offices, and healthcare facilities so that their financial and program capacities are maximized through effective procurement and contracting. Knowledge, Skills and Abilities / Competencies
Working knowledge and experience of the State's E-Procurement System (Ariba) or other procurement software functionality;
Working knowledge, experience and understanding of State government purchasing rules, policies and procedures;
Proven ability to analyze, resolve problems and interpret policies and procedures;
Excellent customer service and interpersonal skills;
Excellent communication skills, both verbal and written;
Proven ability to adapt to various computer software programs;
Completion of the NC Contract training program within one year of hire is required
Management prefers candidates with the following:
Prefers professional certifications from the NCMA (National Contract Management Association) for a CPCM (Certified Professional Contracts Manager) or from ISM (Institute for Supply Management) for a CPSM. (Certified Professional in Supply Management) or individuals that have an active C.P.M. (Certified Purchasing Manager) certification or NIGP (National Institute Government Purchasing) for a CPPO (Certified Public Procurement Officer). Minimum Education and Experience Requirements
Bachelor's Degree in Business or related area from an appropriately accredited institution and 2 years of progressive procurement or contract administration experience,
An equivalent combination of education and experience.
Completion of the NC Contract training program within one year of hire is required.
