The Department of County Assets (DCA) manages technology, facilities, vehicles, and records. We provide Countywide services and support behind the scenes to ensure our programs can serve the residents effectively. DCA's Procurement and Contracting Administrative Hub provides County-wide strategy, policy, and processes related to all Technology and Facilities-related procurements and contracts. In addition, the Administrative Hub provides similar procurement and contracting services to meet the general and administrative needs of DCA, Elected Officials, and the Non-Department units.

The Contract Specialist Senior performs the most complex duties that require the ability to understand and interpret Local (PCRB), State (ORS and Federal) statutes, policies, and procedures with specialized expertise in all contract types. The position supports Facilities and Property Management procurement and contracting activities, which requires a high acumen for business, technical and legal skills.

This position further provides organization, policy, procedure and program analysis, planning and development at the division, department and county-wide level; coordination and collaboration of inter-divisional and inter-agency special projects such as cooperative or inter-governmental contracts and complex legal agreements. This position will provide a critical function in solicitation and contract development through the use of Multco Marketplace (MMP) and will apply strategic sourcing methodologies to help ensure that best contracting decisions are made for the benefit of the County. Additionally, the Contract Specialist Sr. must have the ability to assess and engineer and/or re-engineer processes to streamline highly complex and county-wide service contracts.

As the Contract Specialist Senior you will:

Contracting:

  • Compiles and develops procurement/solicitation documents, writes new statements of work, specifications, written agreements, contracts, and reports for county-wide contracts for capital projects and Facilities Maintenance repair and operations.

  • Understands and interprets terms and condition clauses that pertain to liability, indemnification, warranty, and liquidated damages.

  • Drafts and negotiates legal agreements and contract changes when necessary.

  • Advises contract administrators throughout the division coordinating a variety of special projects involving interdivisional and interagency agreements such as cooperative and intergovernmental contracts.

  • Communicates both orally and in writing DCA and FPM goals to reduce risk and cost.

Contract Management:

  • Provides ongoing analysis and reporting related to contracts, including executing changes where necessary.

  • Monitors and supports contract activities that include identifying on-going County responsibilities and ensuring appropriate actions are taken, execution of amendments on existing contracts, strategic changes, or other changes identified as appropriate. Review contracts to ensure conformance with State statute, regulations, policies and procedures prior to review by the SSPCA HUB Manager, County Attorney's Office, and the Central Purchasing team.

  • As required, coordinates interdivisional, interagency and intergovernmental agreements that fall within the DCA SSPCA HUB responsibilities in support of assigned commodity(ies)/work unit.

Research and Analysis:

  • Serves as a key liaison coordinating research and analysis of county- wide needs, partner agencies, stakeholders, committees, task forces and others ensuring client needs and contractual effectiveness.

To Qualify

Minimum Qualifications/Transferable Skills:

  • A bachelor's degree (in lieu of a degree, we will consider 4 equivalent years of experience.) AND

  • A minimum of three (3) years of demonstrated experience in Purchasing, Contract Development, and Contract Administration.

  • Advanced knowledge of contract language, principles and format specific to facilities and building maintenance and capital improvement.

  • Working knowledge of Construction Standards Institute (CSI) nomenclature and format.

  • Advanced knowledge of building systems terminology, construction methods, practices and techniques and nomenclature of architectural, civil, mechanical, and electrical building systems.

  • Ability to read and evaluate drawings and specifications and equipment schedules.

  • Working knowledge of E-Procurement Software Solutions for creating solicitations and contracts.

  • Working knowledge of State of Oregon Oregon Forward Program and Multnomah County Living Wage review board.

  • Working expertise utilizing Excel and advanced knowledge of permanent electronic and physical filing systems.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Experience in public sector procurement methods, systems and processes.

  • Experience directly related to construction or maintenance/repair/operations related goods and services procurement and contracting.

  • Experience with Jaggaer and Workday software solutions.

Additional Information:

This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.

Type of Position: This hourly, union-represented position is eligible for overtime pay.

Schedule: Monday

  • Friday 8:00am

  • 4:30pm. This position is currently eligible for "routine telework," meaning you will be working remotely (from home) or a hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion. Currently, all employees must reside in Oregon or Washington; the County cannot support ongoing telework from other locations. There is some flexibility with the start and end times and a possibility of a 9/80 work schedule.
