Contract Specialist III
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist III. MCS is driven by its mission to deliver quality, cost-effective services to Texans.
This position makes a significant contribution to MCS's mission by administering the daily operations and activities of the provider monitoring team(s) which includes performing contract management work for sole source other procured contracts in the Operational Contracts section of the Contract Administration and Provider Monitoring Office. The position has the responsibility for all aspects of contract management within the Operational Contracts Team. Work involves researching, analyzing, developing, evaluating, and managing complex, high value contracts.
This work includes the planning, developing, managing, monitoring, and closing of contracts. Collaborates with program areas and stakeholders about contract management activities. Serves as the first level of resolution for issues and concerns related to the assigned area. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
EJF 1 (45%): Contract Management
EJF 2 (25%): Solicitations, Renewals, Extensions, and Amendments
EJF 3 (15%): Communication
EJF 4 (15%): Billing- Administers the billing process for contractors by: review and analysis of invoices to ensure appropriate billing by the contractor; review and reconciliation of data for invoicing contractors; and managing the payment process.
Knowledge Skills Abilities:
Knowledge of state and federal laws and regulations relevant to the Medicaid/CHIP programs. Knowledge of contracting regulations, negotiating contracts, developing contracts, monitoring contracts.
Knowledge of contract processes. Ability to evaluate contracts and recommend future actions. Ability to interpret policies, procedures, and regulations.
Ability to evaluate fiscal data for reasonableness, necessity and conformity with contract requirements. Strong ability to write and edit correspondence, memoranda, contract requirements and specifications. Ability to negotiate features of a contract.
Strong ability to communicate effectively both orally and in writing with internal and external stakeholder; to monitor and evaluate contractor performance. Skills in operating personal computers and in using applicable software, including Microsoft products, i.e. MS Word, Excel. Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment, if not already certified, unless otherwise approved by Supervisor. Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in health and human services; or a high school diploma with two years of experience conducting compliance or fiscal contract monitoring in Medicaid/Social Service/Healthcare Programs; or two years of professional work experience involving case management and contract oversight for individuals with intellectual or developmental disabilities.
