Contract Specialist III

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Specialist III position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. The Contract Specialist III performs complex (senior-level) contract management work including contract enrollment and maintenance. Work involves developing and evaluating a broad range of contracts.

Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Responsible for reviewing and processing contract applications as well as contract maintenance activities which include changes of ownership, changes of legal entity, terminations and other updates for the community care services programs. Interprets and clarifies standards, policies and procedures to improve unit operation and performance.

Provides technical assistance to internal and external stakeholders on program rules and policies. Reviews contractor billings and resolves billing rejections, problems, and/or issues.

This position will handle relatively complex contract actions and assist with projects. Identifies training needs, assists with development of training materials and provides training to contract or department staff to enhance performance, correct non-compliance issues, provide consistency and improve quality of services to individuals.

This position will carry out special assignments as required by the unit manager. May be assigned additional duties.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned.

EJF 1.

Performs quality assurance activities regarding contract enrollment and contract administration processes by developing quality assurance protocols and reports. Identifies opportunities for process improvements. Utilizes and monitors the contract application assignment log to track the status of contract applications and staff progress on applications.

EJF2.

Provides training, guidance and mentoring for lower-level contract specialists.

(Percentage of Time Spent on Tasks = 25%)

EJF3.

Handles relatively complex contract applications and development of enforcement and sanction documents and participating in special projects.

EJF4.

Maintains automated databases and assignment log to plan, track and complete required contract activities.

EJF5.

Provides technical assistance to providers and HHSC regional staff. Prepares routine correspondence/reports according to designated procedures.

Registration or Licensure Requirements:

Certified Texas Contract Manager (CTCM). Certification completion required between sixth (6th) and twelfth (12th) month of employment.

Initial Selection Criteria:

A minimum of 1 year experience in or knowledge of contract administration, management, finance, and/or monitoring. Experience in the use of computer equipment/software applications such as Microsoft Word, Outlook, and/or Excel.

Experience preparing reports or correspondence. Preferred: Bachelor's degree from an accredited college or university with a major in business, public administration, human services or a related field. Work experience can be substituted for education. Additional Information:

Office location is Grand Prairie, Texas. Some overnight travel is required.
