Contract Specialist II The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Specialist II position within Access and Eligibility Services (AES), Finance and Contract Operations (FCO) Division. Contract Specialist II manages Community Services contracts primarily in Region 11 and other regions as needed. The duties may include recruitment, procurement, development, evaluation, compliance and fiscal monitoring.

Manages Community Care for the Aged and Disabled (CCAD), and contracts of the following types: Primary Home Care, Family Care, Community Attendant Services (CAS), Client Managed Personal Assistant Services (CMPAS), Home Delivered Meals, Emergency Response Services, Adult Foster Care, Residential Care and Day Activity and Health Services or any other types of contracts that might be as assigned. Reviews contractor billings and resolves billing rejection problems and/or issues.

Analyzes and is responsible for budget utilization to maximize usage of regional funds. Reviews program compliance to ensure that state and federal guidelines are followed. Provides orientation, formal training, and technical assistance to providers, regional staff and community groups, department staff regarding issues and problems.

Performs other duties as assigned. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned. All employees hired under this job posting are required to work the hours of 8AM to 5PM for the first six months of employment.

Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed. Supports, ensures compliance with, and behaves in a manner that reflects the AES values in support of the AES mission and vision.

Must also perform other duties as assigned and necessary. Negotiates/develops/enrolls/procures/amends and manages Community Services Contracts. Monitors contractor performance for compliance with federal and state requirements including follow-up monitoring for corrective action. (50%) Provides orientation or training to staff, providers, other agency staff or the public on processes or procedures.

Provides complex technical assistance to others (for example, staff, volunteer, contractors, and other organizations) on policies, procedures, rules, regulations, standards, or requirements. (25%) Communicates verbally and in writing on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues or resolves problems or complaints. (10%) Investigates complaints/inquiries in accordance with federal and state regulations and program policies and procedures. (5%) Produces/maintains monthly expenditures reports and monitors funds availability. (5%) Resolves billing or payment errors/problems. Interprets policies, procedures, rules, regulations, or standards to others (for example, staff, applicants, clients, providers, vendors, and the public officials). (5%) Knowledge Skills Abilities:

Knowledge of contracting regulations, policies and procedures of contract management. Knowledge of community resources and structures.

Skill in the use of computer and applicable software. Skill in evaluation and assessment. Ability to interpret policies, procedures and regulations.

Ability to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements. Ability to maintain effective working relationship with others. Ability to communicate orally and in writing.

Ability to organize workload and set priorities. Ability to train others in contract management. Registration or Licensure


To maintain employment as a contract specialist, this position may require an applicant to obtain specialized certification as a Certified Texas Contract Manager (CTCM) within one year of hire date. Initial Selection Criteria:

Experience interpreting policies, rules and regulations of State and/ or Federal laws. Knowledge of Community Care Services.

Experience in making decisions based upon interpretation of federal and state laws. Ability to work independently in a fast paced environment and to effectively handle multiple assignments. Ability to work in group of teams of two or more.

Ability to travel 85% with some overnight stay. Additional Information:

In addition this manager will perform the systematic analysis that identifies areas for review by our underpayment team by contract and as well as the necessary follow-up oversight. ESSENTIAL JOB FUNCTIONS 1. Oversees and participates in the development, analysis, implementation, monitoring and management of all payor agreements as part of a contract management system. 2. Manages the process and needed analysis for contract negotiations from the generation of reports, preparation of financial impact analysis, preparation and delivery of proposals, review and modification of contract language and final negotiations. Then, once executed, oversee the implementation of contract changes including effective communication and education across the System. 3. Works closely with Hospital management team, administration and finance to develop a portfolio of participating network contracts to enhance revenue and patient access. 4. Analyze and monitor financial aspects of existing managed care contracts. Utilize analysis for feedback on contract renewals, renegotiations or termination. Makes recommendations regarding participation or non-participation with new or existing agreements. Provide feedback to the Chief Revenue Cycle regarding financial and/or operational issues with payers. 5. Directs and participates in financial analysis of revenue projections based on contractual rates with payers, adverse trends, terms and appropriate recommendations or conclusions. 6. Implements new managed care programs in conjunction with faculty, staff and hospital administration. Keeps staff and faculty abreast of developments in the managed care marketplace. 7. Foster strong work relationships and strategic alliances with Managed Care payers to develop mutually acceptable contracts that meet the financial and operational needs of a healthcare system as a whole and each of its facilities individually. 8. Ensure accurate contract compliance through updates to the Contract Management system, issuance of updated contract grids and information and the education of clinical and operations staff through on-site seminars and response to inquiries. 9. Responsible for reviewing managed care legal contract language and negotiating language to meet agreed to parameters with legal counsel to lessen risk and improve operational efficiencies. 10. Liaison and collaboration with all clinical and administrative departments on managed care issues. 11. Assembles information and prepares materials for presentation to committees, faculty members, administrators and managed care networks. 12. Develops and enforces policies, procedures, and standards, with in budgetary specifications, including time management, supply management, training, and productivity 13. Directs the department responsible for maintaining confidential patient information, assuring compliance with insurance and government rules and regulations. 14. Responsible for the management of employees in the areas that includes the selection, training, motivation, and development of staff. Strong oral and written communication skills, In-depth knowledge of Managed Care operations, payer operations, as well as a working knowledge of Reimbursement and Health Information System 3. Knowledge of health care delivery regulations, external regulatory requirements and contractual agreements 4. Ability to work in a timely manner with strict attention to detail in a high volume environment 5. Strong organizational skills and the ability to manage multiple tasks/projects 6. Excellent verbal presentation and written communication skills 7. Ability to communicate clearly and maintain professional appearance and composure with all levels of personnel including administration, physicians, management, staff, etc. 8. Ability to manage multiple changing priorities and work effectively in a team or independent setting 9. Exercises discretion when responding to requests by internal and external business contacts. EDUCATION & EXPERIENCE 1. BA/BS in Business, Health Administration or related degree required. CPA or advanced degree in business preferred. 2.
