This position is located in the NOAA Acquisition and Grants Office (AGO), a corporate staff office of the Under Secretary for Oceans and Atmosphere and Administrator, National Oceanic and Atmospheric Administration (NOAA). AGO acquires products and services and awards the financial assistance necessary to meet the mission and goals of NOAA. Through the award of contracts and grants, AGO administers more than half the NOAA outlay each year. AGO plans, designs and coordinates acquisition and grants standards, practices, and procedures for all NOAA offices and their subordinate entities. It provides program direction and guidance to the NOAA headquarters and field procurement and grants organizations. AGO awards and administers all NOAA acquisition and financial assistance transactions and it provides acquisition and financial assistance services to DOC operating units and services other Federal agencies on a reimbursable basis.

As a Contract Specialist, you will perform the following duties:

  • Perform complex research and development, critical state-of-the-art or scarce requirements, advanced studies and other similar procurements of a highly specialized nature within the National Oceanic and Atmospheric Administration (NOAA), as well as other bureaus within the Department of Commerce (DoC).

  • Planning, negotiations, awards, modifications, and settlement of claims and terminations of assigned procurements.

  • Manage assigned contracts, leases, grants, and interagency and cooperative agreements within NOAA and DoC;

  • Use a wide variety of cost and fixed-price contracts and multi-year contracts;

  • Develop and/or review complex pricing arrangements;

  • Audit or review major acquisitions of similar complexity, present findings, recommend corrective actions and policy or procedure improvements;

  • Conduct meetings with contractors on sensitive and/or acquisition related issues as a contractual representative when warranted;

  • Advise next level management on the status of procurement actions, including problems encountered and proposed solutions.

These duties are described at the FPL GS-12, the GS-9 and GS-11 are developmental leading to such performance.

Occasional travel - Travel is required up to 15%.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: Contract Specialist.

This position has a positive education requirement, transcripts must be submitted. CANDIDATES MUST MEET ONE OF THE FOLLOWING BASIC EDUCATION REQUIREMENTS:

A. A 4-year course of study leading to a bachelor's degree with a major in any field;


B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

  • SUPPORTING DOCUMENTATION - All documentation supporting the Basic Education Requirement MUST be submitted with your application package. Failure to submit documentation may result in an ineligible status.

IN ADDITION TO THE BASIC EDUCATION REQUIREMENTS applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to theGS-09 level of the Federal service is defined as meeting ALL of the following experience:

  • Performing independent contracting assignments in the award, administration and closeout of contracts for goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures.


EDUCATION: Ph.D. or equivalent doctoral degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or 3 full academic years of progressively higher level graduate education leading to such a degree.


COMBINATION: A combination of graduate level education, beyond two years, or 36 semester hours, in a related field or study and specialized experience that together, meet the qualification requirements for this position.

To qualify at the GS-12 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the GS-11 level of the Federal service is defined as meeting ALL of the following experience:

  • Applying contracting regulations, procedures, and methods to the solicitation, negotiation, award, administration and closeout of varied contracts associated with the acquisition of a wide variety of goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures.
