This position serves as a Contracting Specialist within the Utah State Office. The employee will perform a variety of developmental assignments pertaining to the announcement, award, administration, and close-out or termination of Federal contracts. Work assignments are specifically designed to provide the incumbent with experience and training in the direct application of knowledge, principles, and theories to a variety of conventional issues in contracting. At the full performance major duties may include but are not limited to:
Responsible for legally authorizing the obligation of Federal funds in accordance with the Federal procurement regulations and applicable Executive Orders.
Responsible for performing all aspects of acquisition procurements and close out of contract, and grants and agreements.
Perform pre-award contracting activities for requirements that include supplies, services, and construction.
Analyze difficult contracting issues and determine recommended course of action.
Execute post-award contract performance management actions on contracts.
Provide business advice and guidance to others on contracting work and the process.
Determine the appropriate type of acquisition strategy and contract.
Prepare solicitations, amendments and associated documents.
Physical Demands: This work is sedentary, with infrequent periods of walking and bending.
Work Environment: Work is normally performed in an office setting. The incumbent may be required to perform on-site inspections as needed. Occasional travel may be required.
Occasional travel - At times, travel for field work, meetings and/or training may be required.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Time-in-Grade requirements for the GS-11 level is 52 weeks at the GS-09 level.
BASIC EDUCATION REQUIREMENTS - All applicants must meet the basic requirement of:
A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. this experience must also be documented in your resume.
In addition to the basic education and time-in-grade requirements, to qualify at the GS-11 level you must meet one of the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Contract Specialist. Specialized experience includes; research and interpretation of Federal laws and regulations pertaining to contracting; applying principles, techniques, methods, and procedures of government contracting, perform pre-award and/or post-award procurement actions; review quotes to include price and technical proposals; and have effective communication skills. OR Education: To qualify based on education you must have 54-semester hours of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in the field of Contracting or directly related field of study. Or Combination of Graduate Education and Experience: Combinations of successfully completed graduated level education and specialized experience may be used to meet total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. To calculate, first identify the percentage of graduate education you have earned (when substituting, you cannot use the first 18-semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09 level.
