The position is assigned to the Procurement and Property Management (PPM) Team, Farm Service Agency (FSA), U.S. Department of Agriculture (USDA). The Procurement and Property Management Team services a ten-state geographical area.
THE FINAL DUTY LOCATION FOR THIS POSITION WILL BE LOCATED IN ONE OF THE 10 SWA STATE OFFICES: Phoenix, AZ, Davis, CA, Denver, CO, Honolulu, HI, Manhattan, KS, Reno, NV, Albuquerque, NM, Stillwater, OK, College Station, TX and Salt Lake City, UT.
Hawaii has a COLA (Cost-Of-Living Allowance.) Hawaii's current COLA is 10.99%.
Relocation expenses are not authorized.
This position assists the Procurement and Property Management Team Chief in overseeing, developing, implementing, and monitoring various aspects of the procurement program for the State Office, which is essential for the effective operation and delivery of Agency programs throughout the ten-state geographical area. This position will provide expertise in pre-award and post-award functions for the full range of contract types as required to obtain a wide variety of supplies, equipment, and services for FSA ten-state geographical area, including those involving requirements unique to the FSA ten-state geographical area and those contracting actions for which no adequate precedents exist.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time-in-grade: Applicants must meet one year at the next lower grade level to be considered for the next higher grade (i.e., one year at the GS-07 grade level for consideration at the GS-09 grade level; one year at the GS-09 grade level for consideration at the GS-11 grade level).
Basic Education Requirement:
This position has an education (basic) requirement that all applications MUST meet.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.
Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
However, employees must meet specialized experience requirements when seeking another position.

To qualify, you MUST meet the basic requirement above and the qualification requirements below.
For the GS-9 level: Applicants must have one year of specialized work experience(equivalent to the GS-7 grade level) that demonstrates fundamental knowledge of contracting methods and contract types sufficient to perform developmental assignments or segments of large procurement actions; assist in conducting pre-award and post-award procurement actions; assist with contracting transactions in order to contract for a variety of supplies and services and to prepare solicitations, evaluate proposals, conduct cost analyses, and award and administer resulting contracts; OR; Completed 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree e.g., LLB, JD from an accredited college or university with a major in one or a combination of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR; Less than the full amount of graduate education listed above and less than the experience described above but have a combination of graduate education beyond the first year (i.e., 18 semester hours) and experience.
For the GS-11 level: Applicants must have one year of specialized work experience(equivalent to the GS-9 grade level) that demonstrates comprehensive knowledge of contracting methods sufficient to conduct pre-award and post-award procurement actions and all aspects of contracting transactions from initiation to recommendation of award, to include knowledge of formal advertising and negotiated bid procedures to obtain supplies, equipment, services, or construction. OR; Three full academic years of progressively higher level graduate education or a PhD, or equivalent doctoral degree e.g., LLM from an accredited college or university with a major in one or a combination of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR; A combination of education and experience as listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that shows the date your degree was conferred as well as lists all college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned.
You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards.
