Responsibilities

Duties listed are at the full performance level.

Ensures that procurement duties are executed in alignment with the Federal Acquisition Regulations (FAR) and Agency Regulations. Determines specific contract language and clauses, selects the appropriate type of contract, and coordinates with socioeconomic specialists relative to special programs.

Develops the solicitation. Awards or recommends award in accordance with delegated authority. Performs price analysis, analyzing commercial pricing practices applicable to Government needs and economic developments relative to increased material, labor, or transportation costs as reflected in price indices.

Performs market analysis to determine the availability of commercial items and possible vendors. Develops new sources, based upon projected needs of the Government and industry analysis.

Evaluates bids or offers submitted, determines responsiveness to the solicitation, evaluates offeror's capacity to perform and comply with contract clauses, scope and specifications, coordinates with technical specialists on bid samples, and evaluates protests and mistakes in bids.

Prepares detailed findings and documentation in cases of dispute over contract terms or specifications.

Conducts prework conference with contractors and Contracting Officer Representatives to assure they adequately understand terms, provisions, and general requirements of the contract.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement (or date of referral if OCR) including the following specialized experience and/or education, as identified below. Basic Requirement:

A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.

Exception to the basic education requirement: Employees who have continuously held a GS-1102 position since January 1, 2000, will be considered to have met the basic education standard.

For the GS-7 level: In addition to the basic education requirements, applicants must have one full year of graduate level education or law school (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management); OR

Superior Academic Achievement (S.A.A.) based on class standing, GPA, or membership in a national scholastic honor society. More details on the eligibility requirements for S.A.A. can be found at: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp ; OR

One year of specialized experience equivalent to at least the GS-5 grade level. Examples of qualifying specialized experience include:

Performing basic procurement tasks as a trainee such as participating in contract administration functions and studies leading to the development of criteria for use in contract negotiations; observing negotiation procedures; and/or it assisting in the assembling of pre-award documentation or assisting in preparing solicitations in final form. OR

A combination of graduate level education and specialized experience as described above.

For the GS-9 level: In addition to the basic education requirements, applicants must have two full years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B or J.D (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management); OR

One year of specialized experience equivalent to at least the GS-7 grade level. Examples of qualifying experience include:

Performing developmental and/or recurring assignments as an advanced trainee in support of a local installation or in a centralized procurement activity. Procured supplies or services primarily through formal advertising, or through limited use of negotiation techniques. Requirements involve standardized specifications and established markets. OR

A combination of graduate level education and specialized experience as described above. Only graduate education in excess of 18 semester/27 quarter hours may be used to meet this requirement.

For the GS-11 level: In addition to the basic education requirements, applicants must have three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree (Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management); OR

One year of specialized experience equivalent to at least the GS-9 grade level. Examples of qualifying specialized experience include:

Performing purchasing functions for all aspects of the contracting transactions from initiation to recommendation of award for the: (1) central procurement of commodities or services for several activities in a geographic area, or for an agency, a department or departments; or (2) procurement of a variety of supplies, services, or construction in support of an installation or activity; pre-award tasks, such as publicizing, performance of market research, issuance of requirements, evaluation of proposals, and negotiations and post-award tasks, such as processing payments, issuing modifications, exercising options and completing close-outs; OR

A combination of graduate level education and specialized experience as described above. Only graduate education in excess of the requirement for obtaining a masters degree may be used to meet this requirement.

Selective Placement Factor: The position must maintain a Federal Acquisition Certification in Contracting (FAC-C) or equivalent at Level I and possess sufficient education and experience necessary to secure a Level I warrant upon entry into the GS-09 and 11 grade levels. The incumbent must file an OGE-450 financial disclosure if they hold a warrant for $1 million or more.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
