You will be responsible for serving as Contract Specialist responsible for pre-award and post-award functions for a variety of supply and service contracts for several Program activities of six agencies, each having different contract requirements.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Provides guidance to technical personnel involved in the development of the statement of work or data requirements.
Formulates the contracting approach to be taken that will best satisfy the requirement.
Determines the sources to be solicited, prepares applicable determinations and findings, and conducts pre-proposal conferences.
Responds to inquiries, including formal protests and congressional inquiries.
Monitors contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports.
Monitoring the contractor's use of Government-furnished property inventories, and issuing change orders occasioned by changes in mission requirements.
Negotiates settlements for such changes, approves contract payments, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices, and terminates contracts for default.
25% or less - Travel for training and work assignments may be required.

In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
BASIC REQUIREMENT: A 4-year course of study leading to a bachelor's degree with a major in any field;
OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Locating, interpreting, and adapting guidelines and regulations that may vary by location, use, or special requirements.
Conducting contract work across a full range of types and complexities, special provisions within contracts, and negotiating changes to existing contracts.
Completing analyses of contracts and recommending alternatives, adaptations, or modifications where necessary for pre and post-award purposes.
OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
