The Office of Financial Services supports agency priorities through budgeting, contracting, grant management, procurement, fiscal monitoring, and accounting. The division ensures compliance with state and federal laws and maintains the agency's operational effectiveness and financial stability.

The Contract Specialist plays a pivotal role in ensuring the efficient operation of our department through the following responsibilities:

Contract Production: Skillfully draft and finalize routine contracts that meet legal and technical standards, representing our department's interests.

Data Stewardship: Oversee the integrity and stewardship of Unit and Department data, ensuring accuracy and compliance.

Reporting and Resource Monitoring: Prepare insightful management reports and monitor the Unit's diverse technical resources.

Technical Support: Provide essential technical support for the unit, ensuring smooth and efficient operations.

Intake Process Management: Conduct the technical elements of the Unit's contract request intake process (CPAR packets).

Records Coordination: Lead efforts in records retention and public records requests as the designated Public Records Coordinator and Records Retention Coordinator.

Customer Consultation: Deliver customer-oriented instruction and consultation services, enhancing service delivery and client satisfaction.

Your expertise will be crucial in maintaining the operational excellence and compliance of our department.

The duty station for this full-time permanent Contract Specialist 1 (CS1) is in Tumwater WA.

Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance.

Required Qualifications

Experience defined below may have been gained through paid or unpaid activities Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Twenty-four (24) or more months of experience administering the acquisition of goods or services contracts that may include:

  • Compliance with state and federal laws and regulations as a primary function of the position

  • Use of state or federal laws/regulations governing contracts and agreements

  • Use of contract principles, theory, and application; contracts terminology and development; contract practices and procedures.

Demonstrated Experience in the following:

  • Practical skills in MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and Microsoft Outlook or similar email systems for electronic correspondence.

  • Customer service experience that includes resolving problems and responding to inquiries regarding policies, procedures, and services.

  • Communication skills both written and verbal to provide direction and information or reports to varied levels of involvement and commitment

Desired Qualifications

  • An associate's degree, certification program, or coursework in business administration, public administration, business law, commerce, economics, mathematics, statistics, or a closely allied field.

Twelve (12) or more months of experience working with in-state government to track and respond to public records requests that include:

  • Preparing records for release.

  • Managing confidential information.

  • Records disclosure or retention.

Conditions of Employment/Working Conditions
