Hennepin County's Purchasing and Contract Services department is currently seeking a Senior Contract Services Analyst. This position will focus on procurements for various Hennepin County departments, including Land Information and Tax Services (LITS), Facility Services, and Public Works departments. The scope of the procurements shall include general and construction related procurements.

This position is in the County's Central Purchasing and Contract Services Department, part of the Disparity Reduction line of business. The department is responsible for procuring goods and services through a process that is legal, fair, and accessible to businesses. We are committed to supporting the County's small and historically underutilized business communities. We work to ensure that we contract with vendors that share the county's commitment to responsible social, economic, and sustainable procurement.

Location and hours:

This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, between 8 a.m.

  • 5 p.m., with some flexibility. Based on business needs of this position, hires must live in or relocate to Minnesota.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Manage and coordinate the competitive bid process for the purchase of goods and services, including drafting and reviewing specifications, submitting the solicitation, evaluating bids or quotes with county staff, and facilitating the contract award.

  • Manage and coordinate the request for proposals (RFP) process for the purchase of services on behalf of county departments, including drafting RFPs, submitting the solicitation, facilitating proposal review by the department, and participating in contract negotiation.

  • Manage an existing portfolio of contracts for various Hennepin County departments, Including Land Information and Tax Services, Facility Services, and Public Works or other departments as assigned by the Purchasing Director.

  • Provide guidance to county departments on purchasing policies and procedures, including following applicable Minnesota law and the Hennepin County Purchasing Rules.

  • Evaluate procurements for opportunities to include small businesses and reduce disparities in county contracting.

  • Liaison with the County Attorney's Office, County's Risk Manager, County's IT department, and other County departments as needed in contract development, solicitation, or negotiation.

  • Collaborate with county departments when developing or preparing a new contract or a contract for renewal, review contracts with staff to ensure they understand the key elements, review, and edit contract specifications, and provide training and review when needed.

  • Assist departments with contract compliance, and document and communicate vendor contract related issues or disputes and co-facilitate meetings as necessary.

Need to have:

  • One of the following:

  • Eight or more years of relevant contracting, procurement, or purchasing experience.

  • Master's degree or higher in business administration, public administration, health care administration, public health, or a social services academic area and two years of contracting or purchasing experience.

  • Bachelor's degree in one of the above fields and three years or more of contracting, procurement, or purchasing experience.

  • Bachelor's degree in any field with a minimum of two courses in business administration, public administration, health care administration, public health, or a social services academic area and four years or more of relevant contracting, procurement, or purchasing experience.

Nice to have:

  • A law and/or construction management degree.

  • Experience:

  • With procurement system and processes, and interfaces with financial systems.

  • With construction procurements and services.

  • Exploring procurement methods that increase opportunities for small and underutilized businesses.

  • Managing all aspects of procurement and contracts.

  • Procuring goods and services through an RFP or bid process.

  • In contract drafting and negotiation.

  • Developing solicitation documents.

  • Analyzing and mitigating legal and business risks.

  • Mediation and conflict resolution.

  • Analyzing and interpreting federal and state statutes, rules, and regulations.

Knowledge of governmental procurement best practices.Ability to:

  • Work with the County Attorney's Office to review legal concerns and develop contract language.

  • Establish and maintain working relationships with internal and external partners.

  • Provide excellent customer service during the purchasing or contracting processes.

  • Communicate verbally and in writing with all levels of staff and policy leaders in the county.
