Takes ownership for OEC's recruiting function and ensures staffing objectives are achieved. Sources, screens, and interviews candidates, complying with organization policy and governmental regulatory guidelines. Works directly with management to forecast hiring needs, identify job requirements, and develop and execute recruiting strategies. Reviews diversity representation and sources diverse candidates. Manages college relations and OEC's intern program. Develops and manages business partnerships with employment agencies.
Directs and executes the recruitment activities for hourly, professional and technical positions across the company.
Works closely with management to determine staffing strategy and define candidate qualifications; identifies sources, and develops and executes recruiting plans to meet staffing and diversity needs.
Utilizes multiple channels to recruit candidates which may include but is not limited to colleges, job fairs, open houses, Internet, employee referrals, and recruitment firms. Identifies, screens, and interviews qualified candidates; extends and negotiates offer to/with candidates.
Establishes strong internal relationships and serves as primary source for staffing and recruitment advice, consultation and education. Coaches hiring managers on OEC's interviewing process and legally acceptable inquiries, as needed.
Coordinates the internal and external posting process including job approvals, screening applications, managing communications, and following-up on hiring decisions. Develops targeted interview guides specific to the open positions.
Utilizes employment research to conduct cold-calls to source and identify high-quality candidates who may not be actively seeking a change of employment, with the goal of securing interviews.
Screens candidates utilizing a skill and behavioral-based interviewing process to determine background, skill set, competencies, and motivational fit.
Oversees pre-employment scheduling, systems entries and compliance responsibilities. Ensures background checks and references are conducted and obtained in accordance with established procedures.
Supports OEConnection's growth efforts both nationally and internationally; researches local recruiting standards and statistics for areas in which the company is expanding, as requested.

An undergraduate degree from an accredited college or university with a focus in Human Resources, Business, or related discipline. In the absence of a degree, directly-related job experience in staffing, where a number of years and proven knowledge may offset the degree requirement.
Experience & Skills
In addition to the education outlined above, at least 6 years of broad recruiting experience involving candidate sourcing, identification, interviewing, policy interpretation and enforcement, and planning/implementing associated programs. Requires in-depth knowledge of employment law and regulations, and former experience with online recruiting, Internet job boards, and social media. Hands-on experience with recruiting/applicant tracking software and human resources information and/or management systems. Demonstrated ability to form strong client relationships, and negotiate and influence candidate hiring decisions. Requires excellent communication, interpersonal and decision-making skills. Must be able to coach hiring managers through the interviewing process as required, and resolve client issues.
