About the Position: Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

The position of Contract Price/Cost Analyst is a position in the DCMA Keystone Program.

Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement.

Responsibilities

  • NOTE: During the Keystone Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training development program will consist of the following:

  • Report initially to the Contract Management Office (CMO)/Center in the duty location you were selected for at least 2 weeks.

  • Travel TDY (Temporary Duty Travel) for one week to attend training at the DCMA Learning Campus (DLC) in Fort Lee, VA.

  • Spend 6 months in the CMO/Center for on-the-job (OJT) and developmental training.

  • Return within the three year developmental training to the DLC, HQ or other CMO locations for assessment/various functional specific training.

  • You will perform duties of a developmental nature as a trainee.

  • You will receive assignments that are designed to orient, train, and increase your knowledge in the contracting field.

  • Familiarization of the organizations programs, projects, and functions; and contract administration manuals and procedures are pertinent at this level.

  • Duties and responsibilities vary and may increase according to the grade level.

Applicants must meet the DoD Qualification Requirements for the Contracting series (1102).

BASIC EDUCATION REQUIREMENT:

A bachelor's degree must be from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing,

quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

NOTE: Current civilian personnel in DoD, who occupied GS- 1102 positions or contracting positions with authority to award or administer contracts

above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.

Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from

meeting this requirement.

QUALIFICATIONS: In order to qualify, you must meet the education and experience/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

You may start at the GS-05 if you have the following qualifications: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree.

You may start at the GS-07 if you have the following qualifications: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree. AND 1 full academic year of graduate education related to following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Superior Academic Achievement; OR one year of specialized experience equivalent to the GS-05 level in the Federal service which includes work that involves experience in analyzing facts and conditions and making comparisons of prices, discounts, delivery dates, or handling charges. Experience comparing prices on reoccurring types of procurements. Experience assisting in preparing solicitation documents. Experience drafting contract provisions and supporting documentation. Experience presenting information orally.
