Job Summary

Under general direction, is responsible for coordinating, monitoring, and analyzing contracts with outside agencies and vendors. Under the direction of the Department Head formulates contract provisions and performance requirements. Exercises no supervision.

WORK LOCATION: 457 Sandau Road

Essential Job Functions

  • Prepares contracts, reviews contract provisions, and monitors contract Compliance for the Department of Aviation's Planning and Administration Division.

  • Determines the necessity for amendments or extensions of existing contracts.

  • Reviews charges assessed by contractors and vendors in the performance of services.

  • Serves as the liaison between the Planning & Administration Division and various internal and external customers such as consultant's, contractors, and federal agencies.

  • Implements the procurement process for the Planning & Administration Division.

  • Prepares written reports for management review.

  • Formulates and coordinates the procurement of bids and proposals.

  • Reviews contract performance requirements for completeness and accuracy.

  • Consults with management regarding contracts, departmental issues, problems, and related matters.

  • May take part in negotiations, terminations, and re-negotiations of contracts.

  • May assist department in preparing audit responses and resolutions to audit reports from external and internal entities.

  • Performs related duties and fulfills responsibilities as required

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Two (2) years of contract preparation and monitoring experience.


  • Experience with construction contract administration.

  • Experience administering grant-funded construction projects.

  • Experience procuring grant-funded construction projects.

One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.


  • Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment.   • Skill in utilizing a personal computer and associated software programs.

  • Ability to communicate clearly and effectively, both verbally and in writing.

  • Ability to develop and maintain effective working relationships with those contacted in the course of work.

  • Ability to develop written reports and presentations.

VIEW JOBS 11/13/2018 12:00:00 AM 2019-02-11T00:00 Job Description Reports to: Sr. Mgr, Global Sourcing The Contract Specialist's primary responsibility will be to review contractual requests from KCI business partners needing supplies and services. As part of this review this position will be responsible for ensuring the various internal compliance requirements from various stakeholder entities (i.e. legal, Tax, regulatory, etc.) are considered and met. The Contract Specialist will also advise business partners and related stakeholders on contractual risk and mitigating factors, in the course of negotiations and prior to execution as well as act as a Global Sourcing Liaison with a variety of internal business partners and stakeholders. Principle Responsibilities: (essential job duties and responsibilities) * Managing the creation, development and maintenance of contracts, statements of work and other documents (internal and supplier paper). * Ensuring that all contract changes (e.g. addendum) are recorded in correct format, and that the performance of the contractual obligations is properly tracked and documented. * Assist in defining the best practices for receipt and dissemination of contractual documents, both internal and external to the organization. * Management of the contract global sourcing plan in accordance with approved corporate and or project policies, procedures, plans, strategy and budgets. * Communicate with bidders and suppliers or subcontractors on all global sourcing related matters. * Oversee the preparation of the bid inquiry documents, bid tabulations and selection recommendations. * Lead contract negotiations and preparation, including issuing approval of contract documents, subcontracts and purchase orders. * Research new materials for design and cost savings and avoidance * Develop and implement new purchasing strategies to deliver ongoing cost reductions and process simplification * Maintain existing relationships with subcontractors and suppliers, and establish new relationships to ensure adequate resources for all projects and to continually improve pricing and quality of work * Interface and document requirements from internal stakeholders and business partners management, and other departments as required. * Prepare appropriate subcontract forms, including all attachments, flow-down language, and Terms and Conditions in a form consistent with Company procedures. * Perform document control and maintain contract files in a manner that supports accounting and audit purposes throughout construction and close-out. * Assure basic contract terms meet company standards and seek and obtain approval when needed. * Notify management of contract mark-ups. * Ensure the contracts are accurately executed. * Follow Company policies with respect to internal stakeholder policies (Data Privacy, Insurance Legal, Tax etc.) * Additional duties as assigned.
