PRIMARY PURPOSE Manages the development, review, and revision of contractual arrangements with outside organizations doing business with Parkland and its programs to ensure compliance with Parklands policies and procedures. MINIMUM SPECIFICATIONS Education:

  • Must have a Bachelor's Degree in Business or a related field. Experience:

  • Must have six years of experience in contract management as a contract negotiator. Equivalent Education and/or Experience:

  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above. Certification/Registration/Licensure: - None Skills or Special Abilities: -Demonstrates a high level of business acumen relative to the global financial impact of contractual agreements.

  • Able to address difficult and/or complex contractual situations both from a task and relationship standpoint.

  • Must be proficient in word processing, spread sheet and database management software packages.

  • Must possess excellent verbal and written communication skills.

  • Works well in a team environment, supporting other members of their respective team.

Job Location: Dallas, TX Job Title: Sr Contract Negotiator Position Summary: Administer, Negotiate and monitor contract performance on major commercial and government contracts. Conduct the negotiation and administration of agreements between the company/customers/subcontracots/vendors ensuring adherence to company policies and procedures. Duties and Responsibilities: * Administer and monitor contract performance on major commercial and occassional government contracts * Conduct the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures * Responsible for reviewing contract solicitation terms, handling contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating change contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern on Responsible for drafting commercial template agreements and recontract terms and conditions and provide contractual advice, guidance and support to the Contract Lead/Program and Operations Managers * Respond to inquiries regarding contract obligations and revisions * Provide fulfillment of contract deliverables, billings and cash collections * Conduct proposal preparation for customer requirements * Prepare and analyze major price proposals * May be called upon to participate in TINA implementations/sweeps * Negotiate terms and conditions * Monitor contract performance and cost controls and ensure compliance with contract terms * Prepare teaming agreements, MOUs, MOAs, and domestic and international consultant/sales representative agreements and other contractual agreements * Prepare contractual documents, including the preparation of contract terms and conditions, and assemble contract documentation package * Participate in management review of proposals/contracts and in the conduct of program reviewsAssist in the preparation of export license applications * Assist with subcontract negotiation and management * ·Support, communicate, reinforce and defend DRS' mission, values and culture Basic Qualifications: * Bachelor's degree in related discipline with a minimum of 5 years related experience. * Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) * Strong understanding of contract/Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements * Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use * Advanced knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines * Advanced knowledge of source selection / evaluation process including cost and price analysis * Knowledge of requirements for and experienced in administration of government property * Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention * Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.'s teaming and other forms of agreements * Excellent verbal and written communication skills * Contract / agreement briefing, negotiation and review experience * Experience in monitoring contracts/subcontracts of increasing complexity and value * Membership in National Contract Management Association (NCMA) and CPCM certification desired * General computer proficiency and familiarity with Microsoft Office programs Physical Requirements: Walking – 0-25% of the time Sitting – 0-75% of the time Standing – 0-25% of the time Bending – 0-10% of the time Stooping – 0-10% of the time Lifting - 0-10lbs, 0-10% of the time Climbing – 0-10% of the time Working Conditions: Normal for an office environment.
