The Health and Specialty Care System provides state of the art care on 23 campuses across Texas. On any given day, over 100 construction, repair or renovation projects are underway in support of this mission. These projects are essential to maintaining a healthy and safe environment for the people being served. In support of this effort, there is a substantial volume of contracting and procurement activity. The Contracts Manager plays a key role in this endeavor including tracking, coordination and communication between project manager architects, budget/finance staff, and HHSC's procurement personnel. The position performs highly responsible contract management work through the various phases of design, bid, award, construction, and warranty. This individual will also develop and provide training, job aides, and standardized documents, forms and processes for project manager architects and engineers to help them effectively complete contracting and procurement processes. This position utilizes specific knowledge, technical writing, and communication skills to develop and ensure that M&C project documents and processes meet procurement, contracting, and ethical expectations. The position tracks the movement of the construction project documentation across the agency, ensures consensus and consistency on terms and conditions, ensures that contracts and procurement documents are timely and accurate, and supports up to date construction project timelines and reporting. Works under general supervision with wide latitude for the use of initiative and independent judgment.

Essential Job Functions:

Tracking/Communication, Reports and Coordination of Documents (40%): Works to ensure the timely and accurate flow of contracting and procurement documents. Creates reports to help manage deadlines and priorities. Provides timely information and supports management team in their efforts to establish and successfully meet deadlines.

Coordination of Contracting and Procurement Processes (25%): Works in partnership with PCS to coordinate scoring, kickoff meetings, work flow consensus meetings, Comptroller POD comments, and other processes related to contracts and procurement.

Updating Systems/Routing Documents (15%): Works to ensure that appropriate documents are routed in CAPPS, uploaded in SCOR, documented in VPTS, and that SharePoint or other tools has all necessary documents present to support contracting and procurement efforts. Maintains up to date training on expectations, policies and procedures for these systems.

Quality Assurance, Editing Documents, and Training/TA of Staff (20%): Works to ensure high quality and accurate contracting and procurement documents by providing constructive feedback, quality assurance monitoring, and formal training as needed.

Knowledge Skills Abilities:

  1. Thorough knowledge contracting processes and recognized ethical policies.
  2. Thorough knowledge of project management, time management, contract administration and management.
  3. Ability to communicate effectively in writing or in person.
  4. Ability to review, analyze and develop technical information and language related to construction agreements.
  5. Thorough knowledge of developing, executing and managing construction agreements, and processes.
  6. Ability to develop policies and procedures and prepare reports that incorporate all necessary data..
  7. Ability to establish and maintain effective working relationships.
  8. Ability to manage multiple tasks and issues simultaneously and meet deadlines.
  9. Advanced computer skills including excel and knowledge of data manipulation and analysis.
  10. Experience in training, working with large groups harmoniously and productively.

Registration or Licensure

Requirements:

CTCM Certification

  • Required within 12 months of hire

Project Management Professional - preferred

Knowledge of construction contract management preferred.

Initial Selection Criteria:

Displays thorough documented experience thorough knowledge contracting processes and recognized ethical policies, thorough knowledge of project management, contract administration and management, ability to communicate effectively in writing, experience in training, developing policies and procedures and preparing reports.
