KPMG is currently seeking a State and Local Contracts Manager to join our Advisory organization.

Responsibilities:

  • Oversees and administers a portfolio of State and Local Government contracts - $50M in revenue, including when KPMG is a subcontractor and resolves contractual related issues

  • Accountable for contract compliance and reporting for all contracts within the portfolio through the administration and evaluation of policies, procedures and operating practices

  • Responsible for ensuring contracts related documents are maintained accurately and on a timely basis in accordance with customer and firm requirements

  • Participates in account planning and go-to-market activities in support of State and Local Government contracts for the Advisory practice at the account level and supports contract negotiations

  • Review request for proposals, prime contracts, subcontracts, teaming agreements, NDAs and SOWs for business and contractual risk

  • Ensures contracts information systems both internal and external are accurate and maintained according to requirements/procedures

Qualifications:

  • Minimum seven years of professional experience working as a contract professional and experience with proposal preparation and various contract types

  • Minimum five years of recent experience working with state and local government clients

  • Bachelor's degree from an accredited college or university

  • Previous experience overseeing a contracts portfolio with $50M plus in active contract/subcontracts revenue preferred

  • Demonstrated negotiation skills including experience negotiating terms and conditions with both government and industry clients

What You Will Do: * Manage the growth and P&L of the emerging state and local government practice * Lead the identification and capture of Information Technology (IT) technical consulting, management consulting, professional services, and IT services opportunities within the state and local government market * Manage and develop a high-performance team * Create business development strategies and define and execute capture plans for identified opportunities * For specific opportunities, create win plans, develop teaming arrangements, and identify win themes and differentiators * Forecasts, plans, implements and reviews financial and people resources to meet defined business requirements * Interact with client executives to understand major requirements, current issues, and strategies * Develop long-term, value based relationships with prospective clients, alliances and industry partners * Support the proposal development process as required * Maintain working relationships and knowledge of industry competitors and technology providers * Manage and maintain a robust pipeline of new opportunities Required Skills: * 15+ years of experience as a senior leader within a professional services organization * Demonstrates ability to build a practice, manage target size groups, and achieve growth * Experience managing P&L of state and local government business unit * Experience with playing a leading role on formal proposal submissions * Experience with industry and networks of relationships across businesses of varying sizes * Experience with presenting to senior leadership and working within a diverse team construct * Experience with Microsoft Word, Excel, and PowerPoint * Knowledge of the state and local government contracting process and the macro acquisition environment * BA or BS degree required Desired Qualifications: * Existing senior relationships within the state and local government space * Knowledge of the Shipley capture management process * Ability to coordinate multiple opportunities through the capture process Years of Experience: 15+ Minimum Education Required: Bachelor's Degree About Us: Attain is a place for great ideas and the people who have them.
