With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH. This is a grant-funded position ending in November 2027.

Program Description:

Division of Disease Control

The Division of Disease Control (DIS) serves as the infectious disease arm of DOHMH and includes seven bureaus including Division Management and Systems Coordination (DMSC). The Division of Disease Control serves to prevent infectious disease illness and death in New York City. The Division achieves this by conducting disease surveillance, investigations, and research, health education and marketing, an providing selected infectious disease services, e.g., laboratory diagnosis, medical treatment, case management, and vaccination. The Division of Disease Control works to identify, prevent, and control the transmission of more than 90 infectious diseases.

Bureau of Division Management and Systems Coordination

DMSC leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division of Disease Control, and guides the strategic use of Division resources to advance innovative and effective policies and programming.

Summary of Position:

The Contract Manager will oversee all aspects of the contract management lifecycle for an assigned portfolio of agreements (supported by federal, state, local, and private funding sources): creation, execution, monitoring, and closeout. The Contract Manager will ensure that agreements are compliant with all relevant revenue sources and follow all DOHMH internal policies and procedures. The Contract Manager will also ensure that contractors/subrecipients meet their requirements by providing direct technical assistance and partnering with external stakeholders to provide program assistance. In collaboration with the COVID Contract Manager/Senior Project Manager, the Contract Manager will assess workflows, policies, and procedures governing master agreements and propose approaches to more efficiently use contracting resources across the division and agency.

Specifically, the Contract Manager will:

  • Assist in planning for the preparation, coordination, and review of Health Department contracts.

  • Prepare proposal solicitations and documents for processing contract awards, amendments, and modifications.

  • Confer with, advise, and assist operational, technical, and professional staff in procurement processes.

  • Work closely with vendors to facilitate the contracting process and address any barriers.

  • Act as liaison to program areas, the Agency Chief Contracting Officer, and other internal and external entities to address contract-related issues.

  • Monitor and coordinate purchasing for contracted goods and services and review, track, and update purchase requisitions and purchase orders.

  • Participate in the RFP process and serve as a liaison between ACCO and programs.

  • Conducting responsiveness checks and quality assurance reviews for submitted evaluations and review vendor bids, quotes, and contracts to ensure accuracy.

  • Coordinate submission of registration documents via Contraks, OES, and Passport systems.

  • Act as a liaison to various agencies and vendors to ensure integrity of bidding and delivery process.

  • Work with Fiscal Department to submit invoices for vendor payments against portfolio of contracts/procurements.

  • Assess policies and procedures governing master agreements and, in collaboration with stakeholders within the division, propose workflows, policies, and procedures to more efficiently use contracting resources.

  • Salary: $81.203 - $81,203

Qualifications and Requirements:

  • Bachelor's Degree, with minimum 3+ years of work experience.

  • Previous experience working in fields related to health, social services, or related program or contract experience.

  • Experience reviewing budgets, scopes of work, invoices/financial statements, and programmatic data.

  • Capacity and willingness to learn internal DOHMH procurement and finance systems.

  • The ideal candidate for this position must be a proactive and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.

  • Experience with stakeholder engagement and project management.

  • Excellent communication (verbal & written) and interpersonal skills.

  • Strong analytical skills and ability to manage and report complex information.

  • Experience with data collection, analysis, and interpretation.

  • Desire to grow professionally and develop new skills and willingness to work outside of their comfort zone.

  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.

  • Ability to prioritize and work in fast-paced environment with hard deadlines.

  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.

Additional Information:

  • This is a temporary grant-funded position ending in November 2027.

  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.

  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.

  • This individual will be expected to work non-business hours during emergencies.
