As an integral part of the Regional Operational Excellence Group at Fugro, the Americas Project Management Office (PMO) was established to provide wide-ranging support to all of the Business and Service Lines across the region. This includes providing best practices and training as well as coordinating project management support roles on selected projects. Come join our growing team of project management professionals!

Contract Manager is part of project management support pool and required to oversee the administration and communication of all elements of contractual terms and conditions from project execution through to contract close-out and final settlement.

Job Responsibilities:

  • Oversees the administration and communication of all elements of contractual terms and conditions from project execution through to contract close-out and final settlement.

  • Examines and has clarity on project budget and delivery schedules and develops the ability to gauge clear variances to contract and proactively take the lead to take actions that would benefit / reduce project risks.

  • Identifies the discrepancies between Contract and Client's requests and prepares variation requests, including providing input to cost with potential chances and actual changes throughout the project.

  • Pursues any project-claim related matter (raises matter to Legal for any litigation as required).

  • Supports respective Commercial, Procurement department in preparing bids,

specifications, and managing Subcontractor and Vendor contracts.

  • Manages and ensures compliance with Subcontracts and other Vendor contracts.

  • Assesses contract performance and closeout reviews of completed contracts to identify the need for amendments of existing contracts.

  • Supports legal and commercial teams with contract terms in furtherance of contract negotiations. Serves as an advisor for the Project Team.

  • Ensures all proper contractual certificates, bonds, guarantees and insurance required under contract portfolio are in place per contract terms.

  • Coordinates with Project teams to ensure that minutes of meeting are recorded for any contractual discussions with external parties.

  • Proactively engages with the client in advance and ensures the Authorization for Payment processes are well managed on both sides and timely cash collection is made possible.

  • Ensures timely payment of Subcontractors and Vendors. Sends notices on delinquent payments from clients.

  • Works closely with the Project Manager, Project Cost Controller and Project Coordinator to ensure there is clarity in the understanding of the contract by the Project Team

  • Responsible to develop the Project Risk Register together with the Project Manager and Commercial Lead/Manager

  • Leads continual improvement efforts with the Project Team to ensure

contractual/commercial lessons learned are incorporated in future commercial bids

  • Prepare contractual certificates (i.e. Milestone Certificates, Acceptance Certificate Final, Acceptance certificate), which are required to be issued according to the contract

  • Reviews Change Order Requests, draft Change Order Instructions; negotiates and administers change orders initiated and contract amendments.

  • Researches regulations to guarantee contracts are updated and in compliance with the respective country laws.

Core Activities:

  • Support Legal and Commercial teams in bid preparation and contract reviews

  • Supports Project Teams to ensure proper execution of Contract

  • Identifies Project Risks and suggests risk response strategies

  • Ensures timely cash collection

  • Supports Procurement on subcontracts/POs (flow-down and negotiations)

  • Provides Support to legal on Project Claims and Litigations

  • Manages Project Communications

  • Maintains proper contractual documentation and correspondence in a logical, organized and auditable manner with support of the Project Quality Coordinator and Project Document Controller.

Job Requirements:

  • Legally authorized to work in the United States, without restrictions

  • Education: Business degree or Paralegal certification or Engineering degree, or, Quantity Surveying degree, or, Project Management or Construction related degree

  • Work experience: 8-15 years. 8 Years minimum of project experience with EPC / T&I companies, which includes core responsibilities in contracts administration.

  • Offshore experience a plus.

  • Management experience: 0-3 years, Preferred but not mandatory.

  • License / certification / qualification Legal / PMP and/or Contract Management Training preferred.

Desired Skills and Qualifications

  • Communication: The Contract Specialist must be able to communicate ideas effectively to the Company, to the other parties involved in the Contract and to Stakeholders to keep everyone appraised of contract-related matters. Excellent oral and written communication skills.

  • Negotiation: Outstanding negotiation and interpersonal skills. Negotiation is essential for the Contract Specialist, as it's their job to get the most benefit possible to the Company out of any Contract considered.
