About the Position: Incumbent will prepare review plans for comprehensive examination of Ordnance and Explosives Directorate contracts as well as make recommendations on acquisitions and contracts by providing expert advice on the interpretation of Government contract cost accounting regulations as they relate to the Federal Acquisition Regulations.

Responsibilities

  • Review contract proposals and invoices for compliance with the requirements of Federal Acquisition Regulation Part 31, Contract Cost Principles and Procedures.

  • Review contract proposals and invoices for compliance with the requirement of Federal Acquisition Regulation Part 42, Contract Administration and Audit Services, as well as Cost Accounting Standards and Generally Accepted Accounting Principles.

  • Coordinate with the Contracting Officer Representative and Contracting Officer to document inconsistencies and coordinate with the contractor to facilitate corrections.

  • Implement administrative procedures for contract close-out to include soliciting, receipt, and review of contract closeout documentation.

  • Facilitate the requirements and receipt of contractor?s annual incurred cost submission as well as work with the Defense Contract Audit Agency to facilitate the review of Disclosure Statements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing advice on the interpretation of government regulations used in the procurement and administration of cost-type contracts, including the Federal Acquisitions Regulations (FAR), Generally Accepted Accounting Principles (GAAP), and Cost Accounting Standards regulations (CAS). Prepare review plans for the comprehensive examination of contracts and Utilize FAR Part 31 (Contract Cost Principles and Procedures), 48 CFR 9903 and 48 CFR 9904 (Cost Accounting Standards) and FAR part 42 (Contract Administration and Audit Services) in the review of invoices, contractor's disclosure statements, and contractor's incurred cost submissions to determine regulatory compliance.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Uses broad-based federal contracting and business knowledge to facilitate the issuance and maintenance of subcontracts, subcontract close-outs and Environmental Safety & Health (ESH) support. Interacts with internal customers and Johnson Controls Federal Systems (JCFS) regional leadership to facilitate the issuance of intra-company subcontracts to JCI branch offices and interacts with JCI regional leadership. Develops and maintains reports and presentations to communicate subcontract status activities to JCFS management. Provides training to project teams related to federal subcontracting that will impact the conduct of business on Federal projects. Location: Huntsville, AL or Gaithersburg, MD office (employee's choice) Benefits: Eligible for benefits on first day of employment Vacation: Eligible for 3 weeks of paid vacation per calendar year How you will do it 1. Serve as the central collection, review, and processing point for all JCFS subcontract agreements. Develops, negotiates, and administers subcontracts of various complexities. Oversees and conducts all subcontract related operations including review for budgetary and safety compliance. Collaborate with internal stakeholders to confirm completeness and accuracy of subcontracts and taking into account particular risks inherent in the transaction. 2. Close out subcontract and task orders that have been physically completed. Ensure all disputes are settled, and all administrative actions are finalized. 3. Primarily responsible for requesting and tracking subcontractor Performance and Payment Bonds and Insurance Certificates. 4. Issues Purchase Orders and Change Orders as required. 5. Sets-up and maintains files for each JCFS subcontractor according to each project site; saves all documentation to server. 6. Provides and processes documentations for the set-up of new Subcontractors in Cost Point, including Vendor Applications, W-9s and Safety Data 7. Obtains Tax Exempt information and / or certificates when requested by subcontractors. 8. Obtains completed EHS Safety forms from new Subcontractors and distributes to appropriate personnel for approval 9. Provides follow-up on all subcontract related contracting logs. 10. Ensures all subcontractor insurance certificates are received when required by the contract. 11. Reconciles all subcontracts for final adjustments and closeout of projects. 12. Assists the Billing Specialist in the preparation of Contractor's Releases to accompany final invoices to the Government. 13. Maintains dialogue with regional management, business unit personnel, and the customer to identify and assist in evaluating subcontracting issues. 14. Performs other related duties as assigned. What we look for Required 1. A minimum of eight (8) years of progressive project and subcontract experience with Federal Government contracting. 2. Must have an understanding of government subcontracting principles, including Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations, other Agency Supplements and Department of Labor regulations. 3. Demonstrated expertise in negotiation and development of subcontracts. 4. Excellent communications skills. 5. Sharp attention to detail. 6. Strong initiative and organizational skills. 7.
