This position requires a valid Class E driver's license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following:

three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;

any 2 convictions of reckless driving in the past 3 years;

a suspension or revocation of the driver's license for moving violations in the past 3 years; and

a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

Your driving record will be reviewed and the status of your driver's license confirmed.

POSITION DESCRIPTION: Oversees contractor activities on maintenance contracts to assure that the contract documents are being adhered to and contract administration procedures are being followed.

Creates, issues and verifies work documents to contractors indicating work locations, pay item quantities of work to be performed, and date work is to begin/end, if required by contract. Makes field reviews with contractor as needed.

Assists with the development and preparation of the preliminary plans, specifications, preliminary estimates and related contract documents for all assigned contracts. Conducts pre-work meetings to ensure the contractor understands scope of work and expected results. Assists with the preparation of contract renewal documents, draft maintenance agreements with municipalities, supplemental agreement drafts, time extensions, contractor correspondence and other documents necessary for proper management of the contract as directed.

Provides support to inspectors in resolving contract related problems and scheduling of work. Motivates inspectors to improve the quality and quantity of work performed. Provides assigned inspectors with on-the-job training in proper techniques and Department procedures.

Verifies invoices, generates pay estimates in Site Manager and Florida Accountability Contracts Tracking System (FACTS) and enters data in the Maintenance Management System. Completes Notice of Beginning and Ending letters, Contractor Field Performance Reports and other related documents as directed.

Coordinates and assists in performing work need surveys to gather information for maintenance contract work plan. Evaluates work plan for possible conflicts with existing utilities, other projects, local residents, cities and businesses.

Assists with data collection and field reviews pertaining to legal claim investigations.

KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGE OF ENGINEERING CONCEPTS AND REPAIR INSPECTION.

ABILITY TO OVERSEE AND ADMINISTER CONTRACTS. ABILITY TO INTERPRET CONTRACT PLANS, STANDARD SPECIFICATIONS, DESIGN STANDARDS AND A GENERAL UNDERSTANDING OF ENGINEERING TERMINOLOGY. ABILITY TO PLAN, ORGANIZE, AND COORDINATE WORK ASSIGNMENTS.

ABILITY TO MAINTAIN ACCURATE RECORDS. SKILLED IN VERBAL AND WRITTEN COMMUNICATIONS. SKILLED IN USING COMPUTER PROGRAMS SUCH AS WORD, EXCEL, AND OTHER DEPARTMENT MAINFRAME PROGRAMS.

ABILITY TO ANALYZE AND RESOLVE PROBLEMS USING PLANS, SPECIFICATIONS, CONTRACT DOCUMENTS AND ENGINEERING JUDGEMENT. ABILITY TO INTERPRET FIELD DATA. ABILITY TO MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH OTHERS. ABILITY TO USE PROCEDURES AND SPECIFICATIONS TO DEVELOP MAINTENANCE CONTRACTS.

OTHER JOB RELATED REQUIREMENTS: While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position.

A valid Class E driver's license is required. Employee may be required to work with or around hazardous materials. May be required to work with or around Department of Correction inmates.

Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State Comptroller's rules, and Department of Transportation's invoice processing and warrant distribution procedures. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).

MINIMUM QUALIFICATIONS: While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position.

A valid Class E driver's license is required. High School Diploma or Certificate of High School Equivalency and 12 months of infrastructure design, construction, or maintenance experience; or an Associate's Degree or higher.

Organizes documents for data input and reviews and verifies various source documents. Contacts resources within the agency to resolve system problems or inconsistencies that impact accuracy or deadlines in the processing of data. Performs clerical support functions for staff that may include maintaining or retrieving files and reports, responding to telephone calls and faxes, and assisting with special projects. PRINCIPAL DUTIES AND JOB RESPONSIBILITIES: All essential functions must be performed. Enters information into the computer system. * Assigns cases to ordered disciplines and updates computer. Assures that list is up-to-date with current disaster codes, DNR status, staff assignments, etc. * Fills supply orders per staff requests. * Maintains on-call records for all staff performing call, assuring that records are present for each day of call. * Provide assistance to Patient Care Supervisors as needed/requested. (Examples: fax labs, phone calls to DME companies, etc.) * Answers and screens incoming calls.
