The Department of Health and Human Services (HHS) Compliance Division is seeking a Contract Compliance Officer (Compliance Officer 2 (CO2)) to join the Bureau of Service Contract Support (BSCS) team within the Contracts and Data division. As a BSCS employee, you will be part of a growing dynamic team.

The CCO works with procurement and managing service contracts for HHS. This position is located at the central office in the Lucas Building, located on the beautiful Capitol Complex. A hybrid (3 days working from home and 2 days working in the office) work schedule is available after successfully completing the training period.

This position is responsible in providing oversight and enforcement of the HHS service contract procurement and contracting processes for all service contracts issued to support agency programming and federal and state requirements. The CCO researches state and national best practices, provides continual technical assistance, written resources, guidance, and oversight in procurement and contract development and management. The CCO coordinates routinely with the Office of the Attorney General concerning legal contracting matters, compliance with law and to mitigate litigation risk.

The CCO is a critical subject matter expert, key advisor and provides guidance to the leadership team and/or their staff to advise, develop, and/or assist with all service procurement and contracting matters in compliance with applicable policies, procedures, rules, and laws. The CCO identifies potential issues and provides solutions/options that minimize risks or will position and prepare agency for procurement trends that may directly impact future procurements or contracting initiatives, requiring a depth of contracting knowledge and creativity.

The Contract Compliance Officer:

  • Provides administrative oversight for procurement and contract development.

  • Develops concepts to solve immediate complex contractual issues while exhibiting strong skills to work both independently and through collaboration with team members.

  • Exhibits a high level of detail to review procurement and contractual documents drafted by agency staff from a procurement and contracting perspective on a routine basis.

  • Provides technical assistance, typically in the form of answering questions, to procurement and contracting staff on a routine basis.

  • Positions and prepares HHS for procurement trends and changes.

  • Analyzes RFP respondent's inquiries regarding award status and determines the agency's steps to address.

  • Drafts or reviews proposed response or rejection letters to ensure adherence to state procedures and agency format.

  • Review Agency business unit requests for fiscal agent, sole source procurement requests, and emergency procurements requests and apply consistent standards to ensure applicability with administrative rules and agency procedures.

  • Collaborates with Agency staff and liaises with DOM or DoIT regarding sole source and emergency procurements, tracking progress, and sign off.

  • Conducts annual quality assurance reviews of randomly selected contracts procured under these methods.

  • Serves as subject matter expert to others in the bureau performing these reviews.

  • Research topics related to service contracting, analyzes applicable information, and develops reports or staff resources for service contracting processes, including but not limited to development of reports in the contract life cycle management system.

  • Updates or develops contracting written resources or updates business requirements and workflows for highly technical topics.

  • Makes recommendations for changes to the contract life cycle management system to supervisor or other bureau staff.

  • Develop and execute legally required training while communicating HHS program policies, procedures, and practices to ensure a consistent message for agency services contracting personnel and program managers.

  • Understands and communicates factors that affect procurement and contracting policy development and execution.

  • Provides guidance for drafting effective contracting documents and managing scenarios that occur in contracting program(s).

  • Provides in-person, virtual, and recorded training to agency services contracting personnel and program managers.

  • Conveys complex information in simple formats.

  • Coordinate service contracting risk assessments, involving appropriate Agency staff expertise (i.e. Bureau of Finance), to ensure applicability, consistency and compliance to Agency practice and federal regulations, to include, but not limited to:

  • reviewing staff-completed sub-recipient/vendor questionnaires, FFATA, 8F/financial reviews.

  • Tracks progress and sign-off.

  • Evaluates the process and manner of submissions and makes recommendations for improved practices.

  • Educates staff on the process, any changes related to change in regulations related to the risk assessments, as well as changes to the practices.

6 months' experience, 12 semester hours, or a combination. Differs from labor contract negotiation. These are contracts with various vendors or other service providers and the applicant must have demonstrated experience and/or education that allowed them to review performance and service delivery and know what to do and be able to act when performance does not meet expectations. Includes: drafting or developing contracts for provision of products and/or services and the related budget components; negotiating the terms of contracts to include: costs, timeframes and performances expectations and/or work products; monitoring and managing all aspects of the contracts: to include timely submission of financial reports, performance reports, work products and determining when appropriate benchmarks for payment of invoices are met. Specific educational courses that relate to the selective might include: contract management, business law, principles of economics, business management and similar courses.

567 Experience Interpreting Iowa Code and Iowa Administrative Code

Applicant should demonstrate a minimum of 6 months' experience, 12 semester hours, or a combination of both in the area of developing and interpreting Iowa Code and Iowa Administrative Code.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1)Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.



  1. Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.

  2. Graduation from accredited school of law and experience equal to two years of full-time work as described in number one or two or in the practice of law.

  3. A total of nine years of education and/or full-time experience (as described in number one, two, or three), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

  4. Current, continuous experience in the state executive branch that includes experience equal to two years of full-time management/supervisory work in the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review.

  5. Current, continuous experience in the state executive branch that includes experience equal to eighteen months of full-time work as a Compliance Officer 1.
