Job Duties

The Department of Behavioral Health and Developmental Services' (DBHDS) Office of Crisis Operations is seeking a qualified individual to serve as a Contract and Fiscal Administrator. This position is responsible for supporting the Commonwealth's continuum of crisis care, through the monitoring of contracts and grants requirements (federal and local), fiscal planning, and reimbursement monitoring of crisis related services funded through the Office of Crisis Operations and Division of Crisis Services. This position will monitor the delivery of federal and state programs and services in the CSBs and other partners; encourage continuous quality improvement and promote the effective use of federal and state resources. This position will also work closely with the Office of Crisis Services to monitor the execution of contracts, associated contractual milestones, expenditure of funds, and necessary contract and grant monitoring to continue the expansion of Virginia's Continuum of Crisis Care. Additional responsibilities also include responding to inquiries, requests for funding, clarification or interpretation of information from internal and external constituents and customers; and performing day-to-day administrative tasks and functions that support the Office of Crisis Operations, Division of Crisis Services, DBHDS and the Executive Branch administration.

Minimum Qualifications

  • Experience with the monitoring of grants and budget development.

  • Experience with developing, monitoring, and forecasting budgets.

  • Capable of assisting in the assessment of fiscal impact during the project development and evaluation phase.

  • Demonstrated ability to articulate and implement change management initiatives.

  • Demonstrated ability to establish and maintain organizational awareness of core processes, structure, vision, mission, values, unit goals for both the internal organization and for partnering organizations.

  • Knowledge of public behavioral health functions and essential public health services in Virginia.

  • Excellent oral and written communication skills, rapport-building skills, and engagement skills.

  • Knowledgeable with Microsoft products, specifically Outlook, Word, Excel and TEAMS.

  • Ability to function with a high degree of independence and considerable discretion.

Additional Considerations

  • Training and experience in behavioral health-related field, public health, or related field.

  • Experience in behavioral health clinical, administrative, or operational leadership role.

  • Experience in public health administrative or operational leadership role, or related field.

  • Experience in contract development, grant or contract monitoring, and project management.
