This position provides oversight and management of statewide community-based contracted service delivery for court involved youth. The position functions as the liaison between the Department and contracted service provider agencies and serves as the Section's primary point of contact with assigned providers.

The position is responsible for the development and execution of RFPs (Request for Proposals) for identified services for targeted juvenile populations statewide and also for the development and negotiation of service provisions in collaboration with the Department's Purchasing and Contracts Section.

The position ensures compliance with contract terms and costs; conducts monitoring and review of programmatic and fiscal compliance with NCDPS Community Programs policy and contract terms, including site visit inspections/audits to ensure compliance. The position requires an ability to collect, analyze, and interpret data for mandated legislative reporting as required by the Fiscal Research and Program Evaluation Division of the General Assembly and for planning long range purposes for the Juvenile Community Programs Section.

The position also provides consultation, training and guidance on effective juvenile justice program interventions, strategies, and best practice program models designed to impact recidivism reduction for targeted juvenile populations. The position requires strong leadership skills and an ability to effectively communicate in oral, written, and multimedia formats. Position hours are from 8 a.m. to 5 p.m. M-F, however, the position must respond to incidents occurring outside normal working hours to support contracted vendors in case of emergency/ incident reporting.

The Juvenile Community Programs Section works to support the comprehensive strategy to help prevent and reduce juvenile crime and delinquency through the development of a seamless continuum of services for at risk, adjudicated, committed, and post-release youth. The Section partners with local county governments and non-profit entities to provide an array of services to targeted populations through the following: Juvenile Crime Prevention Council (JCPC-funded) Programming in all 100 counties, Intensive Intervention Programs, Statewide Level II Short-term residential and non-residential contractual services.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC13.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.

 If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Considerable knowledge of community planning, with strong leadership and facilitation skills that includes the ability to work independently as well as part of a team in various community settings.

  • Knowledge of effective interventions to reduce recidivism for targeted juvenile populations including programming strategies to address the needs of at risk, undisciplined and delinquent juveniles.

  • Knowledge of the extraction and analysis of data for evaluation and planning, and experience applying these statistical concepts for evaluation of programs.

  • Knowledge of applicable legislation, including state and federal guidelines, current NC General Statutes and Administrative Code.

  • Experience explaining and interpreting policies, procedures, regulations and complex information so that it is understandable and useful to a varied audience.

  • Must possess the experience necessary to communicate effectively in oral, written, and multimedia formats, with various constituents - including the North Carolina General Assembly through legislative report writing, county/state officials, area agencies, school officials, service providers, and the general public.

  • Competence with computer applications, including Microsoft Office, Pentaho, and Adobe. Knowledgeable about the organizational structure and operations of juvenile agencies, community agencies, and human service non-profits.

  • Must possess a valid NC Driver's License for this position which requires periodic extensive day travel with occasional overnight travel.
