The Sales & Service Operations Analyst utilizes their contract experience to respond to RFQs and earn customer contracts. Must be able to communicate well with cross-functional business partners to ensure contracts comply with varying stakeholder needs. Requires an individual who can work well with high levels of detail and deadline pressure.


  • Review, evaluate, draft and negotiate various types of sales related documents (i.e., Purchase Orders, RFQs, RFPs,) for compliance with corporate and divisional policies and procedures.

  • Administration of government-public contracts at the federal, state and local levels. Including review / approval process for entering into new contracts, contract negotiation, reporting, fee payment and compliance.

  • Possess a working knowledge of the legal, financial, regulatory and business risk in sales order, contract and subcontract terms and conditions and must be able to communicate these exposures effectively and efficiently to company decision makers, when necessary.

  • Understand the basics of commercial sales such as pricing, delivery, warranty and payment terms, as well as legal terms with regard to liability issues, including indemnification, insurance and limitation of liability.

  • Apply risk profile/assessment matrix across product families using corporate guidelines and escalate agreements as required.

  • Resolve and finalize agreement terms directly with customer personnel and attorneys.

  • Understand revenue recognition, contracts/production holds and book and ship activities.

  • Must be familiar with review and how to respond to applicable topics in a request for quotation (RFQ), request for proposal (RFP) and the like.

  • Must be able to propose alternative contract terms acceptable to the company when customer and company terms and conditions differ.

  • Interface with various groups like sales, order management, legal, finance, etc. and across the entire Thermo Fisher Scientific organization.

  • Maintain centralized contract files and a centralized database of reviewed and negotiated agreements and bids.

  • Review complete package of bid documents to determine what terms need approval and distribute to and work with functional owners to accept or negotiate alternate terms as required by the business.

  • Support Practical Process Improvement (PPI) methodology and participate in initiatives as required.

  • Other duties as assigned.

Minimum Qualifications:

  • Bachelor's degree in business or legal field or equivalent experience.

  • Minimum two (2) to five (5) years' experience in commercial or government contracting and contracts negotiation.

  • Good judgment in balancing business and commercial needs and potential risks/exposures with customer requests.

  • Detail oriented with a high degree of integrity, intensity and involvement.

  • Demonstrated ability to work within tight schedules and under pressure, both independently and as part of a team. Strong interpersonal skills with a collaborative / integrative style of working to reach common goals and objectives.

  • Must be flexible and receptive to change in the workplace.

  • Good communication skills both written and oral.

  • Proficient with Microsoft Office and familiar with CRM.

This includes providing faculty support; budgeting/finance; personnel management; managing the research portfolio; space planning; marketing and public relations; business development; facilities; procurement; inventory and equipment; website management; working with OHSU Foundation for purposes of philanthropy; legal consulting management; and provide administrative continuity in the CEOs absence. The Administrator will also execute strategic initiatives and operate within the Institute, School of Medicine, and OHSU policies/core concepts. They will also participate in the strategic planning of the KCVI clinical enterprise. The administrator is held to Institute and OHSU must develop, implement, and maintain an efficient operational flow, well-trained staff, and a quality customer service / marketing program. This position will be responsible for implementation and execution of KCVIs initiatives to move the organization to the next level of customer service focus, professional performance, and being prepared for growth, particularly of the research enterprise. The Administrator is responsible to create a financially sustainable long-term model and is a critical role model who ensures compliance with the standards and requirements of all regulatory and accrediting bodies, and does so in the framework of a cohesive, cross-disciplinary and accountable Operations Team. KCVI Finance: * Responsible for the financial operations and staff for KCVI. * Create and maintain financial planning model encompassing all KCVI organization accounts; provide KCVI leadership with a report structure that clearly outlines budgetary performance and incorporates strategic planning action items. KCVI Research & Clinical Trials: * Bring together all three medical/surgical disciplines of the Institute to create a cohesive team for collaboration, shared resources, leveraging strengths and programmatic aptitude. * Oversee Research Administrator and assist with contract negotiations as necessary, sponsor relations, and strategic planning with KCVI leadership. KCVI Project Management: * Evaluate and prioritize incoming initiatives and project requests against KCVI strategy and available resources; create a mechanism that provides transparent access for leadership to view current initiatives, relevant progress, and anticipated milestone completion dates. * Promote a culture in which the Institute focuses resources appropriately toward initiatives that support the overall short term and long term strategic plans of the Knight Gift. KCVI Space: * Develop and maintain a multi-year projection of all space: office, labs, and clinical. * Develop and apply criteria to bring current office space into alignment across KCVI, move the Institute toward better space utilization through shared space, telecommuting, and redesign as necessary. KCVI Information Management & Reporting: * Create and maintain central repositories for relevant KCVI data that is readily available to the appropriate users, this includes financials, contracts, org charts, project management statuses, human resources, research, education, clinical, and other administrative functions. * Create and maintain an environment that is information driven and prioritized appropriately according to KCVI short-term and long-term strategies. Focus resources on reporting schemas that are relevant, detailed as appropriate for the intended audience, graphical, and issued timely as agreed upon. Mechanism for version identification and control will need to be applied. * Create an atmosphere in which information sharing of internal or external best practices, creativity, and lessons learned is encouraged to employ strategies that will positively impact the growth of KCVI. KCVI Process Improvement: * Establish KCVI as an environment of continuous improvement by employing methods to monitor operational output and increase efficiency and effectiveness of staff and processes. * Apply lean concepts to the necessity of meetings and reports; standardize operational output where applicable including staff job descriptions and functions to achieve consist quality across all missions and hold individuals accountable KCVI Culture & OHSU Collaboration: * Create and maintain the culture of KCVI to be patient centered, rooted in superb customer service, positive, and team orientated. Promote transparency of Institute goals for buy-in at all levels relevant to position and foster a community of high morale through various methods, including of employee investment. * Promote the image of KCVI within OHSU and externally as one of professionalism, innovation, patient-centered, responsive, and closely aligned with OHSU interests and goals. Job Requirements Required Qualifications: * Bachelors Degree and 2-5 years of related experience * 7-10 years of demonstrated successful progressive management experience in a senior management position, in an academic department, research center, consulting firm or other setting which otherwise demonstrates ability to manage a progressive, complex and multidimensional operation * Experience which demonstrates an in-depth knowledge of healthcare financials, including multi-million dollar fiscal/ budgetary operations management * Demonstrated ability to accurately analyze complex financial and accounting data, to oversee institutional budgets, fund accounting, and revenue cycle process, including budgeting, long range forecasting, preparation of business plans, and fund accounting principles * Leadership skills and management style that emphasizes teamwork, strategic thinking, accountability, communications (written and verbal), flexibility, diplomacy and strong work ethic * Extensive knowledge of business management and administrative theory, with the ability to partner in the development, implementation and management of processes * Experience that demonstrates the ability to successfully work in partnership with physicians and researchers * Prior experience that includes successfully managing professionals in  a complex, multi-faceted health care organization * Exceptional interpersonal communication skills, both written and oral, are mandatory as well as the ability to build consensus through collaborative communication * Record of successful performance with past and present employers Preferred Qualifications: * Masters degree in business public health or administration, or some post graduate education * Previous management experience in an academic medical setting * Knowledge of Oracle Discoverer, Cognos, and Rubix   Additional DetailsOregon Health & Science University values a diverse and culturally competent workforce.
