  • Reviews new contracts to assure all necessary clauses have been included.DUTIES ONLY

  • Resolves delivery schedule problems with contractor and buying activity, and negotiates delivery schedule changes.

  • Attends meetings with contractor and buying activity contract administration and/or technical personnel to monitor status of contract and to resolve questions that arise during the course of the contract.

  • Receives requests from procuring activities for specific services and/or products specified under BOAs, or by provisioning and spare parts clauses of contracts.

  • Performs final closeout of assigned contracts; e.g., assures delivery, inspection and acceptance of contractual end items and that all administrative and reporting actions have been resolved before recommending final closeout of the contract.

Travel Required

Occasional travel - Business Travel is required 5% of the time.

QUALIFICATIONS: In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify for GS-09, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-07 . Specialized experience is defined as experience reviewing contracts to ensure all necessary clauses have been included; monitor and ensure contracts are in accordance with rules, laws, EEO, etc.

To qualify for GS-11, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09 . Specialized experience is defined as: Experience performing a variety of contract administration duties to include: monitoring canceled funds, performing reconciliation and maintaining database integrity, monitoring contractor performance to ensure compliance with contract requirement; experience performing both contract receipt and contract closeout.

Education can be substituted for experience.

You will be evaluated on the basis of your level of competency in the following areas:

Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements by the closing date of the announcement.


A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any

combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing,

quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts

above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.

Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from

meeting this requirement.


FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Credit Management Division System Administrator GENERAL PURPOSE OF JOB: This position is responsible for the overall administration of the Bank's Electronic Loan Workflow (ELW) System to be administered for the entire bank within the Credit Management Division. This position will serve as the Subject Matter Expert (SME) in using, managing, and training users in this and other Credit systems and applications. Also, significant involvement in project development and planning. ESSENTIAL DUTIES AND RESPONSIBILITIES * Coordinate with the vendor and other appropriate parties in upgrading and/or enhancing the system. * Maintain vendor management status including but not limited to documentation, supporting diagnostic tests, insurance, third party audits, and other required information. * Continuously analyzing the processes in Credit Management that can be automated and integrated into the system to enhance performance and efficiency in processing requests. This may include replacing labor-intensive tasks (computer or human) and processes with automation of forms and/or workflow processes. Recommend system specifications, security controls, input/output processes and working parameters for hardware/software compatibility. * Annual assessment of assigned technological solutions to determine if they continue to meet the needs of the user and if implemented solutions are being fully utilized to optimize ROI. This includes proper strategic planning to meet short and long-term needs. * Determine if segregation of duties, regulatory compliance and policies and procedures are being enforced with proper risk management controls. * Coordinate the revision of existing systems and procedures to correct deficiencies and maintain more effective data handling and storage. * Coordinate design of subsystems and integration of total system. This includes the proper controls, plans and procedures for Emergency and Bank Disaster Recovery. * Develop training programs for new associates that would use ELW system. * Manage associates using the ELW System to maximize their potential and maintain efficient operations.This will include training associates, as needed, to meet or exceed the established standards. * Provide technical and operational support to other associates, customers and prospects as it relates to the lockbox and automated deposit applications. * Coordinate testing and business continuity/disaster recovery planning for lockbox and automated deposit applications. * Other duties as assigned.
