Job Summary

AECOM has an opportunity for a

Contract Administrator at our Chantilly, VA office. The selected candidate will possess sound knowledge within the Government contracts arena to include pre/post award requirements. This position will support contracts within the IC sector of business.

Essential Responsibilities:

  • Candidate should be able to work well independently as well as in a fast paced team environment.

  • Effectively negotiate and administer standard and non-standard contracts and agreements.

  • Ensure transactions and documentation comply with Company policies and procedures, contract requirements, and Government regulations.

  • Ensure contract/subcontract requirements are met including; monitoring cost status, assisting in cost management; and coordinating issue resolution with customers.

  • Coordinate, develop and produce a wide range of complex contractual documentation.

  • Provide internal financial control services including, monitoring contract funding, and analyzing internal accounting reports for technical managers. Coordinate with accounting department in administering contract invoicing and payments, job cost management, contract audit/filing and close-out process.

  • Instructs program team and management of contractual rights and obligations. Analyzes contractual terms and conditions and provides advice with regard to any potential risk.

  • Prepare cost proposals in compliance with solicitations and company procedures. Prepare formal proposal submissions to include supporting documentation, monitor proposal process, and provide audit assistance and interaction with compliance personnel. Sound negotiations skills vital.

  • Perform all other position related duties as assigned or requested.

Minimum Requirements

  • US Citizen.

  • Active TS security clearance required.

  • Bachelor's degree in Business Administration or similar field.

  • 7 or more years of job-related experience or equivalent.

  • Excellent communication and negotiation skills, working knowledge of word-processing, database (SharePoint), spreadsheets and integrated software applications are required.

  • Knowledge of FAR/ DFARS and U.S. Federal and Agency Supplements.

Preferred Qualifications

  • Bachelor's degree in Business Administration is preferred.

  • Active TS/SCI w/poly is preferred.

The qualified applicant will become part of Northrop Grumman's FBI program. This requisition may be filled at a higher grade based on qualifications listed below. Roles and Responsibilities: * Operate, maintain, and provide engineering support and administrator functions, including directory services and policy for database management for all NCIJTF systems and networks as required to support NCIJTF operations. * Provide users with account management support including creating/managing/modifying user accounts based on end user and security requirements followed with updating trouble tickets, conduct user account management (such as creating and modifying accounts according to policy and installing/configuring software. * Will work with software developers, vendors, and server SAs to analyze, resolve, and document resolution in compliance with the SLA. * Accurately represents customer requirements and possesses excellent listening, interpersonal, written, and oral communication skills. * Analyze and develop computer software with a wide range of capabilities, including numerous engineering, business, and records management functions. * Develop plans for automated information systems from project inception to conclusion. * Analyze user interfaces, maintain hardware and software performance, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, and analyze proposed system modifications, upgrades and new COTS. * Analyze the development and productions bugs and the information to be processed. * Define the IT problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. * Coordinate closely with programmers to ensure proper implementation of program and system specifications. * Develop, in coordination with functional users, system alternative solutions. Basic Qualifications: This requisition may be filled at either a level 2 or a level 3. BQ's for Level 2 are Bachelor's degree in Business, Engineering, Management Sciences, Computer Science, Information Systems or other related discipline with 3 years of relevant experience OR an Associate's Degree with 5 years of relevant experience. BQ's for Level 3 are Bachelor's degree in Business, Engineering, Management Sciences, Computer Science, Information Systems or other related discipline with 6 years of relevant experience OR an Associate's Degree with 8 years of relevant experience.
