As a Contracts Professional you'll administer the prime contracts with various clients, implement effective contracts administration procedures consistent with Jacobs' established policies and procedures. You'll play a critical role in proposal support, internal reviews, negotiation support and administration of the Prime Contract in support of Sales, Operations, and Project Managers. You'll become fully integrated with the project core team, providing contract administration, risk management, advising proposal teams on contract risk terms, evaluate compliance requirements defined in RFPs and contracts including review of government regulations, statutes, and Client procedures and requirements. In partnership with project managers and operations teams, you'll ensure proper change management and reimbursement by clients for valid contract changes.

Here's a summary of the contributions you'll make to assigned contracts:

  • Advise the PM and Operations on contractual significance of proposed actions.

  • Prepare and provide contractually significant communications and notices

  • Provide support to business and execution units in the formation of prime contracts, including participating in the proposal, prime contract review, joint ventures and/or subcontract partnering, and risk assessment process

  • Work with the PM and Operations to ensure proper change management and reimbursement by client for valid contract changes.

  • Ensure compliance with government regulations, statutes, and Client procedures and requirements

  • Coordinate with the Legal, Insurance, Risk, Project Controls, and Project Business Services on commercial terms and risk issues

  • Evaluate cost, payment, insurance, risk, indemnification, and other material terms of agreements to provide recommended language to provide protection to Jacobs and update assessment throughout the project performance.

  • Participate in functional management team reviews

  • Experience in prime contract administration and/or subcontract management

  • Demonstrated knowledge of the contracting process in public sector contracting at the local and state levels.

Ideally, you'll also have:

  • Experience with transportation/transit agency contracting terms, requirements and procedures

  • Bachelor's degree, paralegal certification and/or equivalent experience in related field

  • Professional applicable experience including prime contract administration and/or subcontract administration

  • Prior experience with an engineering firm working with public sector clients

  • Experience with Construction /Program Management services contracts a plus

  • Change order/Claims negotiation/management experience a plus

  • Proposal phase experience reviewing RFPs, certs and reps compliance, contract terms and risk assessment support

We are currently seeking an <strong>Professional Engineer </strong>with experience working in the school buildings and facilities’ construction industry to join our team as part of a year long term contract. Primarily, the position will involve projects at existing educational buildings and associated support facilities, as well as some site work throughout Philadelphia.</p><p>The successful candidate will be a Licensed Engineer with experience in the following disciplines.</p><p>Structural: Typical projects will include building envelope restoration, structural repairs and/or modifications (either stand alone or as part of interior fit-out, new M/E/P systems, etc.), or building additions. </p><p>Civil/Site: Typical projects include storm water management systems, site erosion and sedimentation, site surveys, drainage systems, retaining walls repairs and reconstruction, site lighting and site utilities. </p><p>Mechanical, Electrical, Plumbing: Typical projects will include boiler/chiller plant replacement, fire alarm systems, electrical service, re-lighting, emergency generator and elevator replacements, and new HVAC, plumbing and electrical systems for classroom modifications. </p><p><br></p><p><strong>Roles and Responsibilities</strong></p> <ul> <li>Development of scope for Capital Projects –inspection, assessment, preliminary design, preparation of formal scope determination report</li> <li>Selection and management of outside Design Consultant – prepare RFP, approve design proposals, technical review of design documentation, approval of payment</li> <li>Execution of the permit, advertisement and bidding process – prepare bid specifications, meet prospective contractors, work through L&amp;I and other agencies</li> <li>Design support during construction</li> <li>Complete inspections and issue assessment reports and directives to other School District departments, such as Facilities, Maintenance and Environmental Services</li> <li>Perform other duties as assigned.</li> </ul><p><strong>Requirements</strong></p><ul> <li>A bachelor’s or master’s degree in engineering</li> <li>Professional Engineer’s License in Pennsylvania</li> <li>A minimum of 7 years of paid professional experience in school buildings and facilities’ design, construction and assessment is required</li> <li>Design and Assessment experience in low to midrise commercial structures utilizing concrete, steel and masonry materials, and both shallow and deep foundations.</li> <li>Working knowledge of building envelope systems, both current and historical (1900-present) including roof systems, cavity walls, mass masonry walls, terra cotta, etc.</li> <li>Working knowledge of Building Codes (City of Philadelphia, IBC) and material Codes (AISC, ACI)</li> <li>Experience with the Building Permit process in the City of Philadelphia Ability to write both technical documents for those experienced in the construction industry as well as to communicate technical concepts to professionals and decision makers outside of the industry</li> <li>Ability to self-perform design and documentation of small structural projects, such as small façade repairs, mechanical dunnage, etc.</li> <li>Proficiency in Microsoft Office, Microsoft Project, Adobe Suite, and Autocad</li> <li>Excellent written and verbal communication skills.</li> <li>Self-motivated and collaborative team-oriented player with a positive and professional attitude.</li> <li>Must be able to sit and/or stand for prolonged periods of time.</li> <li>Must be fluent in English (both written and spoken).</li> <li>Must be authorized to work in the United States.</li> </ul><p><strong>Benefits</strong></p><p>Armand provides a full benefit plan including medical, dental, vision, 401K, life insurance, paid time off, paid holidays, and commuter benefits.
