As a CSI you will ensure that regulated establishments produce a safe product by executing appropriate inspection methods, determining noncompliance with regulatory requirements, documenting noncompliance and initiating enforcement action, where warranted. Here's what you will be assigned to do:

  • Verify that meat and poultry slaughter and/or processing establishments' Sanitation Standard Operating Procedures (SSOP) and Hazard Analysis and Critical Control Point (HACCP) Plans meet regulatory requirements and are being executed effectively to prevent unsanitary conditions and adulteration of product.

  • GS-10 (SJ-519) Involves working in a relief capacity in plants of all types, and often incorporating a district's entire geographic area. Addresses a variety of problems and issues for which there may be several possible courses of action contained in a wide range of established regulations, practices, and procedures.

  • Independently performs Hazard Analysis Verification (HAV). HAV is an analytical review of establishments' production process in order to ensure regulatory obligations to conduct a food safety hazard analysis.

  • Review records, observe plant operations and conduct hands-on verification to ensure compliance with regulatory requirements. You will prepare detailed documentation (Non-Compliance Records) of noncompliance with regulatory requirements. You will determine when regulatory control action is necessary. You will assess whether the plants corrective or preventative actions are acceptable and effective, if there are trends in noncompliance, or if enforcement action is warranted.

  • Conduct regulatory oversight activities inside plants in matters relating to other consumer protections (e.g., economic adulteration and misbranding).

  • Have contact with plant managers, owners and others to explain legal and regulatory requirements, discuss operation of the plants SSOP, HACCP plan and other food safety programs. You will communicate on and defend determinations on noncompliance issues and discuss plans for addressing non-compliance. You will also work with a variety of individuals to resolve problems, clarify differences of interpretation concerning HACCP and other food safety or consumer protection requirements and you will advise other Agency inspectors, supervisors and officers on inspection and enforcement matters for which you are involved. You may conduct various samplings, surveys and tests to obtain pertinent data on potential problem areas, industry trends, or other issues of current interest to the Agency.

  • You may be involved in performing health and safety verification sampling and tests for detection of specific microbes (e.g., salmonella, listeria, etc.), residues or contaminants. You may also perform direct, structured sampling involving Protein Fat Free (PFF), undeclared species, undeclared ingredients or suspected economic violations involving net weight or labeling.

Applicants must meet all qualifications and eligibility requirements within 30 days after the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.


Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-10 grade level.)

For the GS-10 level: Applicants must have one year of specialized experience (equivalent to the GS-09 level) (Note: There is no education substitution for this grade level.)

Specialized experience includes: working with the Federal Meat, Poultry, and Egg Products Inspection Acts in order to inspect meat, poultry and egg products; working with basic SSOP and HACCP principles and practices in order to verify plant HACCP and SSOP responsibilities; performing basic mathematics and elementary statistical concepts and methods to perform testing and sampling procedures and experience in reaching and interpreting conclusions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Position Overview The Operations Manager will have overall accountability for the operations of the shopping center and will operate the center in accordance with Company policies, standards and Culture. The Operations Manager has a thorough understanding of (and ability to manage) mechanical systems, construction practices, preventative maintenance and government regulations. This position requires a comprehensive understanding of operations methods and understands the need to increase profitability and will keep common area costs under control. This individual administers the physical operations of the center, oversees general and preventative property maintenance, construction coordination, public safety, housekeeping and other contracted services. This position is also responsible for forecasting property expenses, managing capital projects, preparing operational reports, assisting with specialty leasing and marketing programs, and identifying and resolving Human Capital issues in conjunction with Company policies and under direction of GM. This position will focus on fine tuning operational methods for the center while improving Net Operating Income (NOI). Responsibilities: * The Operations Manager's role includes providing the Customer with a pleasant experience; removing any potential irritants beginning in the parking lot or garage and extending into the Mall. This includes having a clean, safe well maintained facility with appropriate signage, lighting and landscaping. * Operational and Cultural Standards here embody a "best in class" shopping environment that exceeds expectations of our communities, retailers, employees, consumers and shareholders; maintains the asset value of all center components and enhances customer experience. * Supervise and administer all "deal-driven" tenant and landlord construction, as well as CapEx projects for any given fiscal year; be able to leverage knowledge of the property to assist Tenant Coordination with as-built conditions, available utilities, and any known constraints. * Review Tenant (or Landlord) work drawings, including MEP/FP plans, enforcing the execution of LL approved plans during tenant build-out. * Effectively build and maintain relationships with mall team, and all external contacts, including (but not limited to) vendors, suppliers tenants contractors, contracted services, local authorities, local code officials etc. * Effectively manage vendors through a thorough understanding of all applicable service or maintenance contracts, maintain open communication with vendors through regular meetings. Administer all required insurance certificates, and invoicing. Ensure that our vendors incorporate our cultural values and provide GM with regular updates in regard to status, performance or issues related to vendors. * Understand and follow Company policies for bidding, identify qualified bidders, manage all construction activity to meet plans and specs. Complete on schedule and on budget. * Strive for personal growth and self-improvement through continuing education, seminars, professional organizations and publications. * Identify and resolve Human Capital issues in conjunction with Company policies and under direction of GM * Create the annual expense budget within defined guidelines, implement and forecast operating expenses to that budget. Administer CapEx requests and annual Capital Plan (run-rate and Large projects) for implementation and completion on time and on budget. * Understand any existing or (implement) new technology.
