Is recruiting for a Consumer Protection and Information Officer (RCA) 2 located in Anchorage!

This position is in the Supervisory Unit (SU) at a range 18.

What you will be doing:

The Consumer Protection and Information Officer (CPIO) II plans, produces, and review public information to inform and educate the media, public, industry representatives, and other state agencies about Regulatory Commission of Alaska (RCA)activities and decisions; works with industry and consumers to address the most complex or controversial informal complaints; and supervises the Consumer Protection and Information Section. CPIOs receive and perform investigations of complaints filed by customers or prospective customers of public utilities regarding the services, rates, charges, and facilities of public utilities; counsel utility customers as to procedures for obtaining utility services and for resolving disputes with utilities; and furnish information to the public regarding the status of proceedings before the RCA and the effect of RCA decisions in those proceedings.

The Consumer Protection and Information Section is dedicated to assisting the public and industry representatives and ensuring that it can appropriately provide public utility oversight. Our office environment is inviting and friendly.

Located in the ConocoPhillips building downtown, the RCA is comprised of approx. 55 employees. The building is close to the Delaney Park Strip for walking and lunch or evening activities, has a cafeteria, a caf, and a gym (The Alaska Club). On a daily basis, the incumbent will interact with other sections within the agency, utility representatives, and the public.

Minimum Qualifications

A bachelor's degree from an accredited college;

AND EITHER

Two years of experience as a Consumer Protection and Information Officer (RCA) 1 with the State of Alaska or the equivalent elsewhere with another employer;

OR

Two years of professional-level experience in journalism, information dissemination, public relations work, consumer affairs, education, accounting, tariff analysis and interpretation, engineering, or communications, preferably related to the public utilities field;

OR

Two years of professional-level experience in a utility, pipeline or regulatory agency that involved direct daily contact with the public as a primary responsibility.

Substitutions:

Four years of any combination of post-secondary education and qualifying experience will substitute for the required degree (3 semester hours/4 quarter hours equal one month).

Graduate-level study in accounting, finance, economics or utilities related engineering may substitute for up to one year of the qualifying experience (2 semester hours/3 quarter hours equal one month).

The System Architect plays an integral role in DPS by defining and understanding system principles and standards, and applying them to the system designs for critical law enforcement enterprise applications. The successful applicant will have thorough knowledge of information technology architecture and related technical subjects, be innovative, and be able to execute key responsibilities through independent initiative and skill. Experience can be demonstrated through a combination of education and work experience. The key responsibilities of this position include, but are not limited to: * Participate in Information Services projects at the lead level and advise project teams on specific hardware and software solutions. * Review proposals for new vendor systems to ensure compliance with Alaska CJIS and FBI CJIS policies, and alignment with DPS and OIT standards for information systems. * Work with the DPS Programming teams to review requirements and develop system designs for in-house application development. * Create system architecture artifacts such as diagrams and models to communicate appropriate detail for various audiences such as networking teams, programmers, and management. * Analyze system architectures for DPS's current enterprise and legacy systems to detect critical deficiencies and recommend solutions for improvement. * Responsible for configuration and management of DPS's DevOps and Continuous Integration pipelines and automation both on-premise and in cloud environments. * Assist with troubleshooting and investigating complex technical issues, and collaboratively work with DOA's Office of Information Technology Division (OIT). OUR ORGANIZATION, MISSION, AND CULTURE: The Division of Statewide Services provides technical and specialized services to the other divisions of the Department of Public Safety, local, State and Federal Law enforcement, and the public at large. The Division consists of the Criminal Records and Identification Bureau and Information Services. Information Services develops and maintains all computerized resources for the Department of Public Safety's information systems and provides support for over 5,000 users statewide. Supported systems range geographically across the entirety of the State and include the management of hardware, custom and 3rd party software, web applications, databases, localized circuitry, data facilities, vehicle based systems, and interfaces to partner law enforcement agencies and federal authorities. The Application Development Team manages full life-cycle software development and data reporting capabilities; providing custom software solutions and many data interfacing utilities, as well as supporting and enhancing statewide "off the shelf" products for law enforcement information recordation, data distribution, data aggregation, and data reporting for both the Department and many statewide and federal partner agencies. Some of the mission critical enterprise and law enforcement systems this team is responsible for include: the Alaska Public Safety Information Network (APSIN), Automated Biometric Identification System (ABIS), Alaska Record Management System (ARMS), Traffic and Collision System (TraCS), Computer Aided Dispatch (CAD), along with dozens of custom applications and interfaces. This is met by experience as a Systems Programmer 1 with the State of Alaska or the equivalent elsewhere. OR Two years of advanced professional experience in which a majority of responsibility involved either: programming, configuring, and scripting operating system commands and troubleshooting the interface of operating systems and software applications; or, network design, implementation, support, and administration that includes significant programming in the operating system language of a server or data processing system. This includes, but is not limited to, work such as an Analyst/Programmer 4 or Microcomputer/Network Specialist 2 with the State of Alaska, or the equivalent elsewhere, if the experience programming in an operating system language is sufficiently documented as a primary responsibility. Experience with mark-up languages (such as HTML), client-side scripting languages (such as Javascript), or query languages (such as SQL) do not meet the programming requirement.
