GENERAL STATEMENT OF DUTIES

Applies a wide range of engineering principles and methods in carrying out complex assignments, acts as project or program manager for engineering projects, and has responsibility for the completion of administrative functions; works flexible hours including evenings as required.

SUPERVISION RECEIVED

Works under the supervision of the County Engineer, Senior Environmental Engineer, Civil Engineering Supervisor, Capital Projects Manager or designee.

SUPERVISION EXERCISED

Supervision is not a responsibility of positions in this classification.  However, incumbents may act as a lead worker over lower-level engineering associates, technicians, practicum students or contractors.

  • Prepares, reviews, or oversees the preparation by consultants of, plans, engineering studies, specifications, and cost estimates for capital improvement projects (both county and federally funded) requiring the application of advanced engineering knowledge.

  • Reviews the design and drafting work of other engineers and technicians.

  • Creates detailed project schedules to ensure projects are delivered on schedule.

  • Conducts related to public hearing and meetings as required.

  • Acts as project manager on various federal aid projects including applying for state and federal permits, reviewing pay estimates, and managing project records in accordance with federal aid rules.

  • Assists with grant applications including preliminary estimates, federal prospectus, and environmental work.

  • Performs misc. engineering duties as assigned, including field reviews to address issues, frequently employs creative methods in addition to conventional civil engineering solutions to solve problems.

  • Assist with construction engineering work, in both the office and field, as needed.

  • May include material takeoffs, cost estimates, inspection, report writing, and calculations using computers and calculators.

  • Other duties as assigned by your supervisor.

  • May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations.  Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

EXPERIENCE AND TRAINING

  • Bachelor's degree in civil engineering, environmental engineering or a closely related engineering degree; AND
  • Four years of experience applying engineering theory, principles and methods, including two years in the specific specialty field for recruitment (i.e. design, land use, traffic, environmental); OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS

  • Registration as an Engineer in Training (EIT).  The requirement for the EIT (FE) may be waived if the applicant possesses a master's (or higher) degree that is highly pertinent to the specific position or possesses a unique combination of work experience and skills that are especially pertinent to the needs of the position.

  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.

  • Possession of, or obtain within 30 days of hire, a valid Class C Oregon driver's license. If in possession of a current out of state driver's license, must obtain Oregon driver's license within 30 days of hire.

  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.

  • This assignment is represented by a union.

  • This is a full-time position, which is eligible for overtime.

  • Typical Work Schedule:  Monday through Wednesday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of modern civil and environmental engineering principles and practices, with special reference to public works infrastructure at the level of local government; civil engineering materials and methods of construction; special requirements of federal aid projects; principles of project management; principles of roadway operations analysis; project funding sources and mechanisms; and the fundamentals of effective public involvement.

Skill and ability to design civil and environmental engineering projects; perform complex calculations; prepare plans, specifications and cost estimates; effectively communicate in both oral and written form; establish and maintain effective and collaborative working relationships with engineers, planners, developers, regulatory agencies, and members of the general public; engage in creative problem solving and to blend theory with practical application; to plan, document, and execute a project plan or portions of a larger complex project from inception to completion in accordance with project requirements; operate a computer and engineering related computer software; operate a motor vehicle.

PHYSICAL REQUIREMENTS

Operates a motor vehicle; stands; sits up to 1/2 hour; moves about the work area; bends forward; stoops; reaches overhead; climbs one flight of stairs; lifts; pushes, and pulls items weighing up to 50 lbs.; carries items weighing up to 50 lbs.; pushes carts weighing up to 200 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12 pt. font; distinguish colors and shades; uses depth perception for CAD layers; hears at a normal speech level; ability to discern traffic and equipment noise; may work in areas of heat, cold, humidity, dust, smoke, vibration, noise or that are uneven or wet; work with the public, sometimes in controversial or adversarial conditions; work inside and outside in typical Willamette Valley weather; deals with uneven terrain and climbing grades and on/around structures; works safely around moving traffic and construction equipment.
