The Safety Officers are responsible for managing, implementing and enforcing the Safety Officer's Safety Program in accordance with the accepted Accident Prevention Plan (APP). These individuals shall have overall responsibilities for management of all aspects of the Safety Program within their area of responsibility. The Safety Officer is responsible for providing appropriate industrial safety equipment, training and procedures for the Officers employees. The Safety Officer shall prepare an Accident Prevention Plan (APP) in accordance with the DED A009 Accident Prevention Plan and shall submit the Accident Prevention Plan in accordance with Appendix D1, D2, and D3 "Data Requirements Checklist and DED Package".

The Safety Officer shall prepare an Accident Prevention Plan that applies to all personnel and work-related activities operating in and around all Navy AT/FP project sites identified in this PWS. The Accident Prevention Plan (APP) is a site and system specific plan that applies to all personnel and work-related activities operating in and around all Navy sites/installations worldwide. The plan is intended to result in the establishment and maintenance of a safe and healthful working environment for all employees working at Navy sites/installations worldwide.

The Safety Officer's safety program for Sustainment Contracts shall consist of two tiers: a Regional APP which shall contain generic Activity Hazard Analyses (AHAs), and Installation APPs, which shall contain AHAs tailored to the site conditions at each Installation. The Installation AHAs shall be specific to the hazards associated with the activities/tasks to be performed at the installation. The Safety Officer's technicians who will perform the work are required to complete the AHAs for the hazards associated with the activities/tasks and submit the AHAs to the PWO/FEAD, or designated representative for acceptance. The Installation AHAs are to be completed prior to the performance of the work.

Abatement of violations shall be the responsibility of the Safety Officer and/or the Government as determined by the Contracting Officer. The Safety Officer shall provide assistance to the Government representative and Federal or State OSHA inspector if a complaint is filed and shall promptly pay any fines levied on the Safety Officer by Federal or State OSHA offices due to safety/health violations. As required by this Contract, the Safety Officer shall prepare the APP in accordance the DED A009 "Accident Prevention Plan" and shall submit the APP in accordance with Appendix D1, D2, and D3 "Data Requirements Checklist and DED Package.


  • Qualifications and knowledge of fall protections systems, electrical safety, permit-required confined spaces, excavation trenching and shoring, scaffolding, hazard communication, accident investigation and reporting

  • Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations.

  • Excellent communication skills, both written and verbal. Strong interpersonal skills to assist and communicate with staff and clients

Understanding of the following standards:

  • ANSI/ASSE A10.38 Basic Elements of an Employer's Program to Provide a Safe and Healthful Work Environment.

  • FAR 52.236-13, Accident Prevention Clause cited in the AT/FP Ashore Program Contract.

  • Occupational Safety and Health Administration (OSHA) regulations (29 CFR Part 1926 and 29 CFR Part 1910).

  • U.S. Department of Transportation's Manual on Uniform Traffic Control Devices (MUTCD)

  • NAVFACINST 5100.11J, 0306 Safety Officer Mishap Investigating and Reporting

  • U.S. Army Corps of Engineers, Safety and Health Requirements, EM 385-1-1 is the governing standard for this contract.
