BACKGROUND

Purpose of Activity/ Assignment:

UNICEF seeks a consultant to operationalize the draft gender indicator tool as it intends to support countries as they work to measure and monitor gender-related barriers to immunization. It will be important to test the indicators and determine their utility and feasibility within countries and the next section includes a proposed number of tasks to be undertaken by the consultant for such testing. The consultant will follow the Country Workplan developed by UNICEF and Gavi team to operationalize the listed activities which will result in refinement of the tool. The iterative nature of this process is designed to ensure that the tool can be flexible, responsive, and tailored to the diverse contexts in which it is applied.

The consultant will undertake the following key tasks:

  • Review global tools / indicator frameworks and identify indicators that match the proposed gender indicators (global tools to be reviewed include, but are not limited to:

  • WHO Annual Joint Reporting Forms on Immunization (JRF)

  • National outbreak Surveillance data (polio, measles etc.)

  • UNICEF Health information system indicators

  • Provide technical support to rolling out the measurement framework at country level.

Pilot gender indicators developed to measure progress in addressing gender-related barriers to immunization, assessing their feasibility, relevance, and impact in line with the proposed country level operational plan.

Tasks under this deliverable include:

  • National mapping of country data base and monitoring mechanisms (existing and potentials)

  • National workshop for contextualizing the indicators and planning the pilot

  • Capacity building on data collection for statistic unit and frontline workers

  • Implementation at (at least 2 health facilities)

  • Mid project review

  • End of project review workshop and documentation

Terms of Reference / Key Deliverables:

  • Write an inception report, including a workplan indicating the different tasks the consultant will undertake in the full consultancy and the timelines.
  • By 15 May 2024.
  • The consultant will match the proposed indictors in the gender framework with the indicators available in the global tools and present a report compiling all relevant indicators in the global tools with the indicators proposed in the gender measurement. the consultant is also expected to list the gender indicators which are not currently available in any of the global tools and propose other mechanisms to collect.
  • By 31 May 2024.
  • Based on the 2 country experiences below, the consultant will finalize the global gender measurement framework including the rational for each indicator.
  • By 30 November 2024.
  • Draft one technical brief and five advocacy/communication messages for dissemination of the gender framework.
  • By 30 November 2024.

In-country work to support CO colleagues (tentatively the CO are Mozambique and Liberia)

NOTE for consideration,

i- the work at country level will be coordinated by UNICEF country office team assigned for this initiative.

ii- The work at country level can start parallel to the work at global level.

iii- The following proposal is for steps at country level, this is anticipated to be implemented in 2 countries.

Travel cost for in country missions should be added by the consultant

  • In collaboration with the UNICEF country team the consultant will facilitate at least three advocacy meetings in each country (To be identified by the country office) at country level with key stakeholders.
  • By 31 May 2024.
  • For each country, conduct mapping exercise of existing health information system at national, governorate, district and community levels as well as mapping of available data (quantitative and qualitative) and information on gender-related barriers to immunization (MOH policy and strategic documents, existing data/indicators, existing community-based platforms for monitoring, research and reviews, evidence on gender transformative work in immunization and broader health, tools etc. The work is also anticipated to look into ongoing / potential activities on gender and immunization. The mapping should inform contextualized indictors for the country.
  • By 31 July 2024.
  • For each country, co-design and facilitate national workshops to contextualize the gender measurement framework for piloting (e.g. strategizing, piloting, streamlining processes of indicators e.t.c) with government and key stakeholders, including community representatives and health professionals.

At end of the workshop the localized framework for each country is endorsed, sites/districts for piloting identified and workplan developed with costing.

  • By 31 July 2024
  • Two capacity building workshops for data collectors (one per country).
  • By 31 July 2024.
  • In both countries, Pilot exercise is conducted in 2 health facilities that might include the following processes, but not limited to.

  • Integrating contextualized indicators into an existing data system (e.g., DHIS2).

  • Based on the mapping exercise, define existing community level mechanisms to collect data (e.g community health information system, community scorecard, community satisfaction survey, health facility exist interviews, monthly phone defaulter tracing …etc.

  • Pilot testing indicators for 2 consequent months to determine their feasibility, relevance and needed adjustment for the indictor or the mechanism, this process include the data collecting, data inputs to the HIS, district and governorate level monitoring as well as national level implication through the process.

Conduct key informant interviews or focus group discussions (or other feedback mechanisms) to capture insights from individuals testing the indicators.

  • By 30 September 2024.
  • 2 Validation workshops are co-designed and participated in both selected countries.
  • By 15 September 2024.
  • For each country prepare final report summarizing findings based on the experience to date and recommendations to make changes/scale up, and for monitoring and evaluation.
  • By 30 September 2024

Qualifications

Education:

A master's degree or higher in public health, epidemiology, social sciences, gender studies, or a related field. A Ph.D. in a relevant discipline would be advantageous.

Work experience:

  • At least 8 years of progressively responsible and relevant professional work experience in communication, advocacy, areas of responsibility).

  • International work experience, experience with public and private sector, expertise in international development and humanitarian response, and/or the gender equality ecosystem are strong assets.

  • Experience with UNICEF in children's rights, women and girls' empowerment, gender rights is an advantage

  • Experience in work environment of an international agency, UN, or international institutions is desirable; prior experience in UNICEF is an asset.

  • Experience in developing country contexts and an understanding of development challenges from the field perspective is desirable.

Competencies/Knowledge:

  • Must demonstrate excellent writing skills with specific experience writing on gender related issues and knowledge products.

  • Be able to work independently as well as with a team in an international, multicultural, and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.

  • Knowledge of UNICEF/UN systems; familiarity with UNICEF's work and gender programming is an asset.

  • Ability to communicate sensitively to different audiences.

  • Ability to work within tight deadlines.

  • Fluency in English (written and verbal) is required.

Requirements:

  • Financial proposal that will include/ reflect:

  • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.

  • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Indicate your availability.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant's household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
