PAY AND BENEFITS

Annual Pay Range: $54,711.89 - $68,868.87

Hourly Pay Range: $26.303793 - $33.110035

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Building Maintenance Specialist.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Facilities Management seeks an experienced and skilled Construction Specialist to join our Construction Division team to work on various construction, maintenance, and repair projects.

The Construction Specialist will perform major remodels and construction work, including demolition and installation tasks, as well as concrete and finish work. This role demands a broad skill set in carpentry, plumbing, electrical, painting, masonry, and building maintenance. The ideal candidate will have experience working independently and with contractors to ensure the successful completion of projects and maintenance tasks.

In this role, you will be part of a team undertaking major remodels, including demolition and installation of various building components. Tasks will range from building and modifying furniture to concrete repair and installation. Maintaining our facilities will also involve repairing plumbing systems, building and repairing shelves and frames, and ensuring our facilities are safe and operational. Additionally, you will review the work of contracted services, manage inventories, and maintain maintenance records. The Construction Specialist will inspect buildings for safety compliance, assist contractors, and transport laborers and equipment.

Competitive candidates for the Construction Specialist position will have extensive construction experience, including major remodels, demolition, installation, and finish work, along with proficiency in carpentry, plumbing, electrical work, painting, masonry, and concrete repair and installation. They will possess strong problem-solving abilities, attention to detail, and the ability to read and interpret blueprints and technical drawings. They should be customer service-oriented, have a positive attitude, and be committed to continuous improvement and the opportunity to learn new skills.

Required Minimum Qualifications/ Transferrable Skills:*

  • At least two (2) years of relevant experience working in in construction, remodeling, and building maintenance

  • Ability to establish and maintain cooperative working relationships with County staff, service contractors, vendors, customers and the public

  • Ability to work independently and as part of a team

  • Ability to perform after-hours emergency response on a call-out basis

  • Possess Limited Building Maintenance Electrician (LBME) license or equivalent, or ability to perform work under Supervising Electrician while in training toward licensure

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience with systems or modular furniture

  • Experience working with wood and metal framing

  • Experience in installation and of carpeting

  • Experience working with sheetrock installation and repair

  • Experience with interior/exterior painting

  • Experience with installation and repair of exterior siding

  • Experience working with plumbed-in fixtures

  • Experience working with drop ceilings

  • Experience with roofing installation and repair

  • Experience working with a variety of power tools

  • Experience working with landscape (vegetation, beds, irrigation, pruning, drainage)

  • Experience working with concrete and asphalt

Pre-Employment Requirements:

Post-Employment Requirements:

  • CPR/First Aid/AED certification required within six (6) months of hire

  • State of Oregon DEQ/OSHA approved Class III Asbestos Containing Material (ACM) Worker course/training certificate within six (6) months of hire

TYPICAL TASKS

Duties may include but are not limited to the following:

  • Performs major remodel or construction work. Demolition of walls, floors, plumbing, flooring, and ceilings. Installation of walls, doors, windows, cabinets, flooring, ceilings, and finish work. Concrete repair, cutting, and installation. Prepares and paints interior and exterior surfaces. Builds or modifies cubical furniture or office furniture.

  • Performs semi-skilled carpentry, plumbing, painting, masonry, and concrete work. Performs repairs on toilets, sinks, and washbasins. Replaces or repairs faucets, valves, and drainpipes.

Repairs underground drain and irrigation lines. Builds and repairs shelves, doorjambs, sheetrock, and window frames. Remove snow and other debris from county facilities.

  • Coordinates, monitors, and reviews the work of contracted services for plumbing, electrical, HVAC, painting, and other maintenance and repair work. Requisitions and maintains an inventory of repair supplies, materials, and parts. Maintains routing maintenance records.

  • Inspects buildings for working safety equipment and systems. Works with building occupants to maintain safe working conditions and correct unsafe situations.

  • Assist contractors in the repair and maintenance of building systems, equipment, and structures. Transports laborers and equipment in a light work truck or van. Works with temporary or court assigned workers.

REQUIRED KNOWLEDGE AND SKILLS

Working Knowledge of: General methods, practices and techniques of carpentry, plumbing, painting, masonry and concrete; materials, tools and equipment used in the maintenance and repair of commercial structures; mechanical and structural schematics and blueprint terminology; routine practices and procedures of commercial janitorial and landscape maintenance contractors; building and landscape maintenance safety practices; security measures in a correctional institution; applicable building codes; applicable hazardous code regulations; basic math; record keeping techniques; public and customer service techniques; basic supervisory techniques; service contract and repair procedures and practices.

Skill to: Perform semi-skilled carpentry, plumbing, painting, masonry and concrete work; read and understand mechanical and structural schematics and blueprints; monitor and coordinate work performed under commercial janitorial, HVAC and various other routine building maintenance contracts; complete and file repair orders; maintain accurate records; establish and maintain effective working relationships with County personnel, assigned maintenance personnel, service contractors and the public; communicate effectively, both orally and in writing.

WORKING CONDITIONS

Duties require frequent walking, climbing, bending, kneeling and the ability to lift and carry objects. Incumbents are exposed to a variety of environmental elements including wind, rain, snow, dust, fumes and other irritants.

Duties require squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds, and push/pull 100 pounds. Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, working at heights, and adverse weather conditions.

WORK SCHEDULE

This position works in a County department that is open 7-days a week, 365-days a year. Shifts for this position may include evenings, weekends, and holidays. Positions within Facilities Management work 40 hours during a standard workweek. Specific hours of work will be discussed with the candidate selected for the position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
